Energy Supply Security as Europe’s New Energy Doctrine: Tolk Group Representatives Participate in OSE Gdańsk Summit

The 14th National Energy Summit (OSE Gdańsk) took place in Gdańsk, Poland, dedicated to the theme: “Energy Security in Europe and the Revision of European Energy Policy.” Representatives of the Tolk Group (Ukraine) participated in the event, joining discussions on critical infrastructure protection, energy system resilience, cybersecurity, and the future of Europe’s energy transition.

It is symbolic that the summit was held at the Museum of the Second World War in Gdańsk—a place where the historical memory of European security directly intersects with modern challenges of energy resilience. One of the key takeaways from the discussions was the realization that, after several years of Russia’s war against Ukraine, energy in Europe is no longer viewed solely through the prism of “green transformation.” Issues of critical infrastructure protection, guaranteed energy supply, cyber resilience, and the sovereignty of energy systems are now taking center stage.

During the summit, special attention was paid to the risks facing energy infrastructure in the Baltic region and Europe as a whole. Participants discussed hybrid threats, sabotage, cyberattacks, and the security of maritime infrastructure, LNG terminals, power cables, and offshore generation.

For Ukraine, these topics have long ceased to be theoretical.

“What Europe is discussing today as potential risks, Ukraine has been experiencing every day for the fourth consecutive year. Massive attacks on the energy system, cyberattacks, and attempts to destroy critical infrastructure are reality for the Ukrainian energy sector, not just scenarios. That is why Ukraine’s experience is becoming an essential element in shaping a new European energy security model,” said Iryna Beresnieva, General Director of Tolk Ukraine LLC (Tolk Group), following the summit.

Participants at OSE Gdańsk repeatedly emphasized that a modern energy system must be not only efficient but also resilient to crises, physical attacks, and digital threats. Notably, Poland is currently forming a dedicated industry-specific cyber defense system, CSIRT Energy, following the country’s largest-ever cyberattack on energy and heating networks in 2025.

A separate block of discussions was devoted to the protection of critical infrastructure and the lessons of the Russian-Ukrainian war. Experts stressed that the new reality requires not only the physical protection of facilities but also constant monitoring, the development of early threat detection systems, anti-drone solutions, and coordination between the state and the private sector.

“For the Ukrainian energy sector, the issue of resilience is no longer just a buzzword. It is the system’s ability to withstand an attack, recover quickly, and continue supplying electricity to people and businesses. And this very philosophy is now gradually becoming the foundation of Europe’s new energy policy,” emphasized Iryna Beresnieva.

Importantly, the summit in Gdańsk served not only as a venue for analyzing current risks but also as a platform for building future cooperation between Ukraine and the EU. During the event, the upcoming international conference “Recovery Ukraine,” to be held in Gdańsk on June 25–26, was repeatedly mentioned. It will focus on the reconstruction of Ukrainian energy infrastructure, EU-Poland-Ukraine cooperation, and countering hybrid threats.

Energy is increasingly becoming one of the key pillars of the security partnership between Ukraine and Europe. And the experience of Ukraine, which is testing the resilience of its energy system in real-time during the war, is already being viewed as a vital practical case study for the entire European continent.
