Wind energy has begun to develop actively in Ukraine. It is flexible, and despite the shelling, we have very few damaged wind turbines, some have already been restored. Currently, projects are being actively implemented in Transcarpathia, Lviv, Volyn, Khmelnytskyi, Rivne, Vinnytsia, Odessa and Mykolaiv regions.
The key news of 2024 was the attraction of a larger volume of investments in the energy sector of Ukraine. The Danish government allocated a loan of 450 million euros for the completion of the second stage of the 386 MW wind power plant in Mykolaiv region. Oschadbank also allocated 40 million euros for the construction of the Sokal wind power plant in Lviv region by the company “Eco-Optima”.
This year, the construction of a wind power plant by the Turkish investor Atlas Global Energy is expected. National wind turbine production continues to develop: near Uzhgorod, at the Friendly Wind Technology plant relocated from Kramatorsk, tower production and turbine assembly have been launched.
This was stated by Andriy Konechenkov, Chairman of the Board of the Ukrainian Wind Energy Association, on the air of the Energy Freedom talk show on March 7. During the online event, invited experts spoke about the results of the 2024/2025 winter, the recovery and prospects for the development of the energy industry.
It is important that now the synchronization of legislation in the field of renewable energy sources with the norms of the European Union should still take place. And this remains one of the main priorities of Ukraine. However, Andriy Konechenkov noted, it is necessary to make changes to the legislation, which today simply slows down the market:
«<em>The launch of the mechanism of guarantees of origin is very important not only in Ukraine, but also in the countries of the European Union. The problem of the debt of NPC Ukrenergo to the SE “Guaranteed Buyer” remains. As of December 31, 2024, the amount of debt was 22.08 billion hryvnias. The State Enterprise “Guaranteed Buyer” settled with green electricity producers at the level of 79.6% for 2024.</em>
<em>At the end of December, the state regulator NEURC adopted a transmission tariff. This was a very difficult decision, but it makes it possible not to accumulate new debts in 2025 and to repay existing ones as much as possible. While the debts are not repaid, the investment climate in Ukraine is, unfortunately, quite unstable. Due to the debt, the issue of taxation of electricity market participants in Ukraine remains problematic. We, as an association, have already appealed to the Verkhovna Rada Committee on Finance, Tax and Customs Policy, the Ministry of Finance of Ukraine, and the Cabinet of Ministers regarding the application of the cash method for calculating VAT for electricity market participants until January 1, 2028.</em>
<em>A green electricity producer cannot pay taxes until he receives money for the electricity sold on his account. We also request that the provisions of the Tax Code for calculating income tax for green electricity producers using the cash method be reinstated until January 1, 2028.”
