Dear colleagues, participants of the energy market,
Last week, during our closed meeting attended by Members of Parliament, we jointly developed a strategy to address the issue of the 10% price change limitation in procurement contracts. Due to an ambiguous interpretation of the law, this matter has already led to criminal proceedings being initiated against suppliers and now threatens the stability of the entire market.
At the meeting, we came to a consensus: for an effective dialogue with the Verkhovna Rada (the Ukrainian Parliament) and the judiciary, we need more than words—we need concrete facts. The MPs are prepared to support us, but to do so, they require an evidence base that demonstrates the real scale of the problem.
This is why we have appealed to you to provide aggregated data—specifically, the total number of court cases and criminal proceedings initiated against your companies based on this regulation.
Unfortunately, we are observing that the collection of this information is progressing very slowly.
I want to appeal once again to every supplier and trader. I understand this is sensitive information. However, only by combining our efforts and presenting the true situation can we protect ourselves and the entire market. The silence of some companies today could lead to a collective failure for all of us tomorrow.
