The Ukrainian Energy Exchange (UEEX) – the leader in exchange trading in Ukraine, ensuring and conducting electronic auctions for a wide range of energy resources – is a partner of the Energy Club forum “Energy System in the Name of the Consumer: The Voice of Industry for Energy Security and Technological Development,” which will take place in Kyiv on June 12th.
UEEX LLC has been a member of the Energy Club since 2019. Approximately 1500 participants are accredited for energy trading on the exchange. Both small market players and international-level companies, major producing companies, large global traders, and state-owned enterprises participate in exchange trading. Over the past three years, more than 25,000 agreements have been concluded on the UEEX platform, 100% of which resulted in full execution of obligations by the parties, and the total sales volume exceeds UAH 65 billion.
Viktoriia Dudchenko, Head of the Legal Department at the Ukrainian Energy Exchange, will speak at the forum “Consumer-Centric Power System: Industry’s Voice for Energy Security and Technological Development,” dedicated to the dialogue between the energy sector and industry representatives. With over 20 years of legal practice in the energy market, an accredited expert of the Westminster Foundation for Democracy, Viktoriia previously worked at the National Energy and Utilities Regulatory Commission (NEURC), provided legal support for the activities of “Energoatom-Trading” SE NNEGC “Energoatom,” and “Market Operator” JSC. The lawyer specializes in legislative and regulatory activities, European integration, adaptation of Ukrainian legislation to EU legislation, and enterprise development strategies. At the Energy Club forum, Viktoriia Dudchenko will talk about the opportunities that exchange trading offers for the effective management of energy resources and their accessibility for industrialists, as this event, in her words, can become a starting point for forming more transparent rules of the game and for developing consumer protection mechanisms in crisis conditions.
– Ms. Viktoriia, why did UEEX decide to support this forum and become its partner?
— The Ukrainian Energy Exchange has always been and remains a platform for the development of a transparent, competitive, and balanced energy market. Supporting this forum is a continuation of our mission: uniting all market participants—from producers to consumers—in an open dialogue to jointly build the most effective market solutions for everyone. We see value in hearing the voice of the industrial consumer specifically, as a stable market is a balance of supply and demand. And it often happens that the position of the industrial consumer becomes key to forming real demand, and therefore, influences market stability.
— What are your expectations from participating in the forum, and how can the partnership with Energy Club specifically benefit your company?
— We expect:
— The forum aims to change the “imbalance” in discussions by giving a voice to the large industrial consumer. How successful do you think such an approach can be, and what specific changes can it bring?
— This approach is extremely important. Industrial consumers are primarily those who not only form demand but also invest in modernization, efficiency, and flexibility. Their experience, challenges, and vision must be integrated into policy, regulatory, and market infrastructure. Such a dialogue can bring more realistic solutions, optimized pricing policies, and new incentives for market development. Moreover, the industrial consumer today already has a different role in the market, as they can be either “Distributed Generation” or an “Active Consumer”—both generating and storing electricity for their own consumption, and selling surpluses on the market, as well as taking energy efficiency measures. This is an architecture that allows energy to flow in reverse: from, conventionally, the retail segment to the wholesale segment, which must be ready to offer convenient products for this type of generation.
— What are the main problems or challenges, in your opinion, currently facing industrial consumers in the energy sector? Can the forum help in resolving them?
— During Russia’s armed aggression against Ukraine, the energy sector became one of the main targets due to its strategic importance, both for the state’s economy and for the life support of the entire population. Almost irreparable damage has been inflicted on Ukrainian industry. Besides this, current key challenges include the instability of energy supply and prices, limited access to market hedging instruments, and often—insufficient information about market opportunities. And this forum can become a starting point for forming more transparent rules of the game and for developing mechanisms for consumer protection in crisis conditions.
— What is the main idea or message your company will present at the forum? What do you plan to convey to the participants?
— The main message will be to foster an understanding among consumers of the importance of the exchange as a crucial institutional element of the market architecture. An exchange is not just about trading; it’s about transparency, predictability, and competitiveness. The industrial consumer should not merely be a ‘receiver’ of the price, but its creator through various opportunities for market participation.
— What specific cases, experiences, or solutions is your company ready to present at the forum that could be useful for industrial consumers?
— Many consumers today are becoming market participants and independently begin their trading journey in the wholesale market, buying or selling electricity. Some already operate through aggregator mechanisms, and thus the electricity they generate enters the Day-Ahead Market (DAM). A large number of industrial enterprises today adhere to ESG standards, and Guarantees of Origin for electricity are an important tool to support this course. These are the real-world cases that we can offer to the Forum participants.
— What, in your opinion, is the most important step that needs to be taken to ensure a stable and efficient energy supply for Ukrainian industry?
— During the war, distributed generation, mobility, coordination with the European network ENTSO-E, and consumption adaptation have become particularly important. Security and guarantees for the execution of concluded electricity purchase and sale agreements must become an important prerequisite for ensuring market stability and predictability. Also, crucial legislative work is underway in Ukraine regarding the coupling of the electricity markets of Ukraine and the European Union, enhancing supply security and competitiveness in the energy sector, which will ensure free trade of electricity within the coupled short-term market. At the same time, the physical security and integrity of energy generating and distribution facilities will remain a determining factor, so energy efficiency and decentralization must be everyone’s task at the local level today.
