Reconciliation of electricity metering: the way to market transparency

Energy Club initiates an open discussion between representatives of energy companies, NPC Ukrenergo, and the regulator to address a critical issue arising from discrepancies in the accounting of electricity volumes in the Market Management System (MMS) administered by PrJSC NPC Ukrenergo.

The inconsistency in the accuracy of data used by NPC Ukrenergo as the Commercial Metering Administrator (CMA) and the Settlement Administrator (SA) creates significant difficulties for market participants in conducting business operations and settlements.

Having received an official appeal from its member company, LLC “ENERGY 365”, Energy Club deems it necessary to organize a professional discussion to find effective solutions and ensure the stable and transparent functioning of the energy market.

According to a survey of Energy Club members, the majority of them supported the need to hold a professional discussion with the NEURC and NPC Ukrenergo to find ways to resolve the problem of discrepancies in electricity metering.

  1. What is the core problem of discrepancies in accounting for electricity volumes between the data of the CMA (MWh with three decimal places) and the SA (kWh without decimal places) of NPC Ukrenergo? What are the technical reasons for this inconsistency?
  2. What specific practical and financial consequences does this discrepancy have for market participants, particularly in balancing, settlements, and forecasting?
  3. How effective is the implementation of changes to the Market Rules regarding the indication of electricity volumes in MWh with an accuracy of six decimal places (NEURC Resolution No. 527 dated April 8, 2025) in resolving the existing problem? Are there risks of maintaining discrepancies between CMA and SA data?
  4. What are the possible technical and software solutions to ensure a unified standard of accuracy for accounting data in the MMS of NPC Ukrenergo? What are the timelines and resources required for their implementation?
  5. What is the position of NPC Ukrenergo regarding the need to unify accounting processes? What steps are already being taken or planned to address this issue?
  6. What role can and should NEURC play in resolving this issue? Are additional regulatory acts or clarifications necessary?
  7. What international experience exists in the field of electricity accounting in wholesale markets? Can best practices be applied in Ukraine?
  8. What are the priority steps that market participants, NPC Ukrenergo, and the regulator need to take to eliminate the existing discrepancies as soon as possible and ensure transparent electricity accounting?

This discussion aims to facilitate a constructive dialogue between all stakeholders and develop practical solutions to ensure the accuracy and transparency of accounting in the Ukrainian energy market.
