Energy Club received an appeal from Energy 365 regarding discrepancies in electricity metering by NPC Ukrenergo

Energy Club, Ukraine’s leading business community for energy companies, has received an official communication from a Club member company, ENERGY 365 LLC. The letter raises an important issue regarding unresolved discrepancies in the rounding of electricity volume data within the Market Management System (MMS), administered by PJSC NPC Ukrenergo.

As noted in the communication, the problem lies in the different approaches to data precision used by NPC “Ukrenergo” when performing the functions of the Commercial Metering Administrator (CMA) and the Settlement Administrator (SA). Specifically, as the CMA, “Ukrenergo” accounts for market participant data in the MMS in MWh with three decimal places. Concurrently, as the SA, the company operates with data in kWh without decimal places.

This inconsistency creates difficulties for market participants in conducting their business activities and settlements.

Energy 365 also points out that recent amendments to the Market Rules, approved by NEURC (National Energy and Utilities Regulatory Commission) Resolution No. 527 dated April 8, 2025, stipulate the recording of electricity volumes in MWh with precision up to six decimal places. These changes take effect on July 1, 2025. However, according to the applicant (Energy 365), the implementation of these changes alone does not resolve the existing problem of discrepancies between the CMA and SA data within NPC “Ukrenergo’s” system, which has also been observed in previous periods.

“Energy Club takes issues affecting the efficiency and transparency of Ukraine’s energy market operation seriously. We will carefully study the information provided by Energy 365 and initiate discussions on this problem with Club members, the regulator, and NPC ‘Ukrenergo’ to find optimal solutions,” stated Andrii Kostrytsia, President of Energy Club.

The received communication once again underscores the importance of unification and accuracy in accounting processes for the stable functioning of the electricity market.
