The goal of the meeting, involving market participants, authors of legislative initiatives, international partners, and experts, is to publicly define the «red lines» of the NEURC reform. We aim to identify which changes will make the Regulator truly independent and predictable according to European standards, and which, conversely, might undermine the trust of the EU and investors.

The year 2026 will be a defining period for aligning Ukraine’s energy regulation with European standards. One of the key indicators for the European integration track remains the capacity, independence, and predictability of the NEURC. Amidst the registration of legislative initiatives—specifically Draft Law No. 14282 and its alternative No. 14282-1—the market demands transparent answers: what exactly must change to ensure stable rules of the game and procedures protected from political fluctuations?

Discussion Topics:

  • EU Requirements & Accession Progress: What specific independence requirements does the European Commission set for the Regulator under negotiating Chapters 15 («Energy») and 21? Is there a risk of stalling negotiations if the NEURC is weakened?
  • Legislative Analysis: Do the registered Draft Laws No. 14282 and No. 14282-1 address the strengthening of the Regulator’s institutional capacity, or do they require revision based on the Energy Community’s findings?
  • Selection Committee Best Practices: How can the work of the Selection Committee be improved so that the appointment and dismissal procedures for NEURC members leave no doubt about political impartiality (EU best practices)?
  • Integrity Standards: Are existing safeguards sufficient to avoid conflicts of interest among Regulator members, and how can stricter integrity standards be implemented?
  • Investment Climate: The link between the predictability of regulatory decisions and the readiness of donors/investors to finance the recovery of the energy system.
  • Defining the «Red Lines»: Where is the boundary between the necessary state control over security of supply and impermissible interference in the operational activities of an independent Regulator?
