Energy Decentralization 2026: Practical Solutions for Businesses and Communities

On May 26, 2026, the energy forum “Energy Decentralization 2026: Generation, Storage and Financing” took place at the International Exhibition Center in Kyiv. The event was organized by the Energy Club business association together with Kyiv Global Expo within the framework of the International Specialized Exhibition Green EnerTech – 2026. The main goal of the event was to analyze current industry issues and find effective technological and financial tools for building independent energy systems in 2026.

The forum program was opened by Iryna Dmytrotsa, an expert in energy project development and business planning, and former Head of Operational and Regulatory Policy at JSC “Ukrainian Distribution Networks” (2024–2025). Opening remarks were delivered by Oleksandr Svetelik, President of the Public Union “CIGRE-Ukraine”, Serhii Yelizarov, Advisor to the Head of State Agency on Energy Efficiency and Energy Saving of Ukraine on International Relations, Ivan Tkachenko, founder of “Kyiv Global Expo”, and Maksym Nemchynov, Vice President of Energy Club, who outlined the key goals of decentralization and current challenges for the public and private sectors.

Panel 1. From Project to Megawatts: Distributed Generation, RES and Grid Connection

The first panel discussion was moderated by Energy Club Vice President Ivan Grygoruk. Participants focused on the technical and legal nuances of launching new capacities:

  • Kostiantyn Yeremchuk, Head of Distributed Generation Projects at LLC “NTC ENPASELECTRO”, elaborated on generation management and the integration of various energy sources (solar, gas, grid) into unified microgrids (Micro Grid) without the risk of accidents.
  • Vitalii Nykolaienko, CEO of Voltage Group, shared practical experience in designing energy facilities under the new realities, emphasizing project development for hybrid systems and cogeneration.
  • Oleksandr Kisilov, Head of the Distributed Generation Division at JSC “Energy Company of Ukraine” (ECU), raised the critical topic of equipment efficiency post-installation and analyzed where up to 20% of potential revenue disappears.
  • Maksym Fedotov, attorney, CEO and founder of the law firm “FEDOTOV & PARTNERS”, presented the legal business models for distributed generation operation in Ukraine relevant for 2026 and new regulatory opportunities for investors.

Panel 2. Investing in Flexibility: BESS, ESCO, Electric Vehicles and Financing

The second part of the forum, moderated by Energy Club Vice President Artem Martyniuk, was dedicated to system flexibility technologies and capital attraction:

  • Olha Slyshynska, Head of Sales at LLC “Solar Garden”, presented a payback analysis of industrial battery energy storage systems (BESS) in Ukraine — from backup power to arbitrage and ancillary services.
  • Oleksandr Chernykh, Director of the e-Mobility Division at the EDS Engineering and Investment Group, spoke about charging infrastructure as a profitable investment asset and the scaling of e-Mobility hubs for business.
  • Andrii Sovetnykov, Chief Project Engineer at ENTIE (LLC GC “ENTIE”), substantiated the economic and technical impact of modernizing existing facility energy systems during the integration of autonomous power sources.
  • Vitalii Shevchenko, CEO of Panorama Group of Companies and Chairman of the Board of the NGO “Ukrainian Association of Energy Service Companies”, demonstrated the capabilities of ESCO mechanisms, which allow modernizing municipal infrastructure and installing renewables without capital investments from the customer.
  • Serhiy Tsuryk, Director of LLC “BATTEC” and Executive Director of the CIGRE Ukraine National Committee, shared Lithuania’s advanced experience in organizing reliable uninterrupted and backup power supply.
  • Yuriy Podoliak, CEO of “IKNET”, analyzed key barriers to energy decentralization in Ukraine and proposed necessary regulatory and technical solutions.

The financial block of the panel attracted special attention from businesses and communities. Denys Samchuk, Deputy Director of the SME Sales Department at Oschadbank, delivered a comprehensive presentation on available financing tools: from specialized credit lines and equipment leasing to attracting international grants and assessing real investment payback periods.

The forum served as a practical platform for exchanging experience, where participants were able to discuss real-world cases and find concrete technological and financial solutions for the development of distributed generation.
