Although I know that no verification methodology consists of a single measurement, I fully share and implement the criteria of equilibrium, balance, accuracy, transparency, and legitimacy in our work.

Every day we receive measurement results that directly affect calculations between consumers and suppliers, the financial stability of enterprises, and the budget flows of communities. Behind every measuring instrument is not just a technical device — behind it stands a family, an enterprise, a city. And if the measurement results are not reliable, someone will overpay or under-receive a resource. It is thanks to the uniformity of measurements, guarded by the National Expert Center, that the world receives fair calculations, including in the form of a verified meter; safety, for example, in production by separating high-current networks with measuring current transformers; and accuracy, for example, of the energy pulse of defibrillators, etc.
It is important to me that our Company is not just a service provider, but a guarantor of impartiality and objectivity. We do not sell verification — we provide trust in its results. And trust in the modern economy is a currency no less important than money. I am convinced: reliability and accuracy are a discipline, a culture, and a principle of work.
My personal position is simple: if we work in the field of providing metrological services, we must be impeccable in our own indicators of responsibility. The fourth year of living in war conditions forms a completely different level of responsibility — both to the collective and the team, as well as to partners and customers.
The energy industry today operates as a second front. And we, together with the entire energy community, hold our professional line — ensuring the reliability and accuracy of the results of verification of measuring instruments, order, and stability where it seems invisible but is of decisive importance.
When the country fights for its independence every day, every system must work clearly. Energy, the communal sphere, and accounting for energy resources are not secondary processes. They are the foundation of the state’s life support.
In such conditions, metrological activity ceases to be a purely “technical procedure” — it becomes part of national resilience. After all, the fairness of calculations and people’s trust depend on the accuracy and reliability of measurement results, and at the macro level — trust in the state as a whole.
Our path began with a team of specialists who have many years of practical experience in the field of verification of measuring instruments. These are professionals who have worked with various categories of devices, perfectly know the legislative and regulatory framework, understand the technology of processes, and, most importantly, realize: metrology does not tolerate compromises.
I joined the company with a clear understanding: it is necessary not just to maintain the current level but to strengthen it. Ensuring metrological traceability of measurement results to national reference standards and standards of European countries is carried out through periodic calibrations of the Company’s reference standards at the national metrological institutes of Ukraine — the NSC “Institute of Metrology” and SE “Ukrmetrteststandart”. Metrological activity is one of the strategic foundations of the country’s technical development.
Often I hear that verification is just a mandatory procedure, a formal legal requirement, an accompanying process alongside production, supply, or trade. But my experience convinces me otherwise. I see metrology as the foundation of the system on which the economy rests. Without accurate and reliable measurement, no economic mechanism works, because the entire modern economy is about numbers: consumption volumes, meter readings, balances, reports, tariffs. Almost every management decision relies on objective data obtained from measurement results. And if these data are inaccurate, the system begins to operate with deviations — initially invisible, but critical over time.
Tariff setting is a clear example of how measurement becomes a strategic factor. A tariff is a formula, and any formula is based on actual volumes. Actual volumes are determined through measurement. If measurements are incorrect, the tariff becomes either economically unjustified or socially unfair. In the first case, the business suffers; in the second, the consumer. And then tension arises between all parties: consumers, suppliers, and the regulator.
No less important is the balance of interests. For me, reliable measurements are equilibrium. If a measuring device overstates readings — the consumer overpays; if it understates — the supplier suffers losses. In an individual case, this looks like a local problem, but on a national scale, it is already a systemic failure.
Metrology ensures fair rules of the game for both parties, creating equal conditions of responsibility and transparency. It is a mechanism for protecting the economic balance and trust between market participants.
That is why I do not perceive metrology as an auxiliary function. I see it as a strategic infrastructure, without which it is impossible to talk about fair calculations, a transparent economy, or trust in society. The financial discipline of enterprises directly depends on the accuracy of accounting. Any strategic decision is, first and foremost, work with numbers. Enterprises plan budgets, form costs, calculate the prime cost of products or services, prepare investment programs, and forecast development for years ahead. All this relies on measurement data. Measurement accuracy is the foundation of effective management, and at the state level, resource accounting is the basis of the budget system. Behind the indicators are taxes, excises, revenues to local budgets, financing of social programs, and infrastructure. One error in the system is already a real economic factor affecting the stability of the state. Therefore, metrology is also a component of the country’s financial security.
For me, the issue of consumer protection is not a formality or a beautiful slogan. It is the principle on which the entire philosophy of our work is built. I am convinced that an independent company providing metrological services must be a guarantor of justice.
Activities in the field of metrology, in particular the provision of services for the verification of measuring instruments, fall under the general principles of consumer protection defined by legislation.
Ordering such services is actually the acquisition of a specialized professional service, and therefore the consumer has an unconditional right to expect its proper quality, reliability of results, and compliance with established regulatory requirements.
Improper performance of verification, unreliability, or inaccuracy of measurement results actually means a violation of the service customer’s rights, as the consumer has a legal right to receive an objective, accurate, and confirmed measurement result that meets the requirements of legislation in the field of metrology.
Trust between market participants arises only when everyone is confident in the reliability of measurement results. And this confidence cannot be proclaimed — it must be confirmed by professionalism, transparency of procedures, and responsibility for every conclusion. This is the kind of confidence we build every day with our work.
I am sure that not only I, but most managers often face the fact that the lowest price becomes the main criterion for choosing a service in the market. But in metrology, such logic is dangerous. Focusing exclusively on cost does not reflect the real quality of services and does not show whether the company is capable of ensuring accuracy, stability, and compliance with standards.
Real capacity is determined not by a price list, but by the technical base, modern equipment, staff qualifications, an effective quality management system, internal control, and metrological traceability of measurement results — that is, the ability to confirm the reliability of indicators at all levels.
Dumping in this area creates risks not only for an individual customer but also for business and the state as a whole. When savings are made on measurement accuracy, it sooner or later turns into financial losses, disputes, distrust, and systemic non-compliances. I am convinced: the market must move from the principle of “cheaper” to the principle of “more competent.” It is necessary to evaluate not only the cost but also compliance with standards, the professionalism of the team, and the real ability to ensure a reliable result.
The state metrological system is the basis and foundation on which the development and improvement of technical regulation in Ukraine are based. The application of international and European standards, technical regulations, conformity assessment procedures, and market surveillance is a necessity of today.

In this process, a key role is played by the scientific metrological centers of Ukraine, which are signatories to the international CIPM MRA agreement. When measurement results are recognized in other countries as well, it opens up opportunities for export for Ukrainian business, facilitates economic integration, and increases competitiveness.
