Andrii Homeniuk: "The young market needs a new structure, not the patching of old laws"

Recently, the leading supplier of electricity and natural gas for non-household consumers—ENERGO RESOURCE RI GROUP LLC—joined the Energy Club business community.

​Founded in 2021, the company is part of the Revealing Information Group and is dynamically developing in the Ukrainian energy market. ENERGO RESOURCE RI GROUP LLC operates throughout Ukraine and provides comprehensive electricity supply services, selling electricity of various origins—from nuclear to “green”. Since 2023, the company has been actively engaged in export-import operations with EU countries and Moldova, cooperating with the largest electricity producers.

​In an interview with the Energy Club media department, Andrii Homeniuk, the head of ENERGO RESOURCE RI GROUP LLC, spoke about the company’s journey from legal consulting to electricity import, the development of its own generation, market challenges in the context of the war, and the role of the business community in forming truly European rules of the game in the energy sector.

​– The “ENERGO RESOURCE” company is part of the “Revealing Information” group, which has been successfully working with businesses since 2016 in the field of providing legal, security services, and financial consulting. We do not like to stand still, we are constantly developing, so we are always looking for new directions and markets,” noted Andrii Homeniuk. “Communicating with clients, we learned more about what worries them, what they would like to see in the Ukrainian market, about their “pains” and needs. When we learned about the new wholesale electricity market, the idea arose to create our own company—an electricity supplier with its own vision and standards of service delivery.

​– What achievements is “ENERGO RESOURCE” proud of today?

​– Almost the entire time the company has existed has fallen on the state of war in the country. However, we did not just survive, but grew from a small electricity supplier to an electricity importer. Our consumer portfolio increases by approximately 50% every year. We actively participate in public procurement, successfully work with EU countries, and have been providing generation management services for enterprises for more than six months. And all this in such difficult conditions. This year, we purchased a power plant, so we are already working with our own generation.

​– What strategic goals is the company setting for the next 1-3 years?

​– We will continue the development of “ENERGO RESOURCE” as an electricity supplier for end consumers and hope to maintain our pace of development. The presence of our own power plant has made the development of our own generation up to 100 MW/h a priority.

– Mr. Andrii, what was the main incentive for your company to join the Energy Club? What are your expectations for this membership?

​– For us, Energy Club is a community of professionals who do not just do their job and adapt to market conditions, but also care about its future. At the forums and broadcasts organized by the Club, we have the opportunity to share our experiences and listen to alternative opinions. In addition, we all see the need for changes at the legislative level, as our market is still in the formation stage, and it is very far from the ideal and from the European market that we aspire to. However, every change must be initiated by someone. And together, through joint efforts, we have a better chance of being heard and becoming those who implement new positive changes.

– From your answer, it is clear that you had experience of cooperation with the Energy Club before “ENERGO RESOURCE” became its member.

​– Yes, representatives of our company have repeatedly attended events organized by the Energy Club both in Ukraine and abroad. In our opinion, today the Club is the largest and most useful platform for uniting our professional community and exchanging experience with colleagues. And when we learned about the initiative regarding the regulation of price limits in public procurement, we wanted to join, as we also have our own vision, experience, and proposals for changes.

– What specific advantages do you see in membership in this industry community, especially in the current conditions?

​– Amidst all the chaos in which we live and work today, it is important to stay informed about all market changes, exchange information, and support each other. Energy Club allows us to keep our finger on the pulse, which is its undeniable advantage.

– What problems or challenges facing your company or the industry in general do you hope to overcome or mitigate through participation in the Club?

​– One of the biggest market problems, if we don’t talk about constant shelling and all its consequences, is imperfect legislative regulation of the market and very slow response to changes. On the one hand, the market’s desire for European integration is declared, and on the other hand, its manual regulation is maintained. Especially when it comes to interpreting existing laws and changing the rules of the game simply on the fly. We, as a team of lawyers, clearly know exactly what needs to be changed first, and what steps need to be taken to do so. And together with the Energy Club, we are already preparing the first joint appeal. It concerns the recent change in conditions in the field of public procurement. We will work as part of the working group and do everything necessary to achieve a positive result.

– What areas of cooperation within the Club are the highest priority for you (for example, experience exchange, lobbying, finding partners, access to analytics)?

​– Everything listed is important, and work in each area generally gives its own result. However, the opportunity to discuss common problems and exchange experience I would call key. As for events, we are always happy to be present and try to participate if the topic concerns our activities.

– How do you see your role in building a strong and resilient energy system in Ukraine, particularly through the lens of cooperation within the Energy Club?

​– Over 4 years, we have already gained some experience in many areas of the wholesale market, seen the gaps in our legislation, and have proposals for overcoming them. In addition, by building our own generation, we are actually becoming part of this energy system. I am confident that together with colleagues we will eliminate the gulf between the legislation and the reality for which it was developed.

– In your opinion, what joint initiatives could the Energy Club and its members implement to support, restore, and develop the Ukrainian energy sector?

​– First of all, these are joint appeals, legislative initiatives, and public discussions of current pressing issues that require a quick reaction. In the conditions of constant loss of generating capacities, the process of obtaining permits for their development becomes relevant. We urgently need deregulation of this process, its maximum simplification, and the removal of its corruption component. It is worth paying attention to the experience of other countries and initiating the introduction of a new mechanism in which ready-made projects, already created by the state, will be implemented at open auctions. This will ensure both profit for the state and the development of investments in the country. Because currently the process is complicated, and we will be recovering at such a pace for a very long time.

– What is your vision for the future of the Ukrainian energy market in 5-10 years, and what role will your company and the Energy Club play in it?

​– The market will definitely be reorganized, and the roles of its individual segments will change. We will come to the restriction of sales on the Day-Ahead Market (DAM) by participants who do not have end consumers on supply. They have nothing to balance, and we are already seeing the results of speculative actions on the market today. As a result, the market will move away from being tied to a specific sector—DAM—and will be tied to the real sector of the economy. Finally, futures should appear, and suppliers will begin to form commercial offers based on the cost of electricity. As for us, during this period, the group of companies should already have its own generation of 100 MW/h, and we will take an active part in balancing the system, including through the import-export of electricity.

– What would you like to wish other Energy Club members and potential partners?

​– To have an active civic position regarding the adoption of regulatory documents. Given the youth of the market and the lack of certain experience on the part of the legislator, only in our country is it possible to easily move supply and demand on DAM/IDM without any sanctions, have a significant impact on the market, and carry out speculative actions. We need not the elimination of legislative shortcomings, but actually its new structure. So, patience and inspiration to us!
