Energy Club Appeals to Heads of DSOs to Collect Data on Fines for Special Equipment

Energy Club, an association of leading companies in the Ukrainian energy sector, has sent official appeals to the heads of Distribution System Operators (DSOs) as part of a systemic effort to combat fines for exceeding size and weight control (SWC) limits for special equipment used in emergency repair work.

The appeals emphasize that this issue leads to significant financial losses and critical delays in repairing damage to power grids.

Building the Evidence Base

Previously, Energy Club had already appealed to the Ministry for Communities, Territories and Infrastructure Development of Ukraine. In its response dated July 15, 2025, the agency confirmed that the special equipment of Distribution System Operators (DSOs) is not currently included in the list of exceptions to SWC rules, unlike the vehicles of the State Emergency Service (SES) and other emergency services.

To achieve the necessary legislative amendments, particularly to paragraph 22.5 of the Traffic Rules, and to exempt DSO equipment from SWC during emergency work, the Club has begun building a strong evidence base. “Our words must be supported by concrete figures and facts,” the letter emphasizes.

In this regard, the Club requests that the heads of DSOs provide consolidated information by August 15, 2025, for the period from January 1, 2024, to the present day on:

  • the number of issued resolutions imposing fines for SWC violations;
  • the total amount of fines paid;
  • documented cases of delays in emergency repair work caused by special equipment being stopped for SWC.

The Club also requested specific examples, including the date, location, duration of the downtime, and the approximate number of consumers left without electricity.

Further Steps

The collected data will be consolidated and used in an anonymized form to prepare joint appeals to NEURC, the Cabinet of Ministers of Ukraine, and relevant parliamentary committees.

“Only with joint efforts and strong arguments can we solve this systemic problem for the benefit of the entire industry and consumers,” the appeal concludes.
