Energy Club Demands Unblocking of Humanitarian Vehicle Registration for Energy Workers: Official Appeals Sent to the Government

Energy Club has officially addressed the Ministry of Social Policy, Family, and Unity of Ukraine, as well as the Main Service Center of the Ministry of Internal Affairs, demanding an immediate resolution to a crisis paralyzing the operations of distribution system operators. Due to bureaucratic hurdles, critical specialized machinery received as humanitarian aid remains idle in garages instead of being deployed to restore energy grids.

JSC Sumyoblenergo and other energy companies have approached Energy Club regarding this issue. The core of the problem lies in the mass refusal of regional service centers of the Ministry of Internal Affairs to register vehicles imported in 2025 using 2022-style paper customs declarations.

Since the customs documents were processed on paper, the data for these vehicles was not automatically integrated into the new automated humanitarian aid registration system (AS GD). Previous attempts by companies to resolve this independently reached a deadlock, as the relevant agencies failed to provide effective solutions. Consequently, power engineers possess perfectly legal documents with official customs stamps but cannot lawfully deploy the vehicles to the front lines of grid repair.

Recognizing the direct threat to regional energy security, Energy Club has taken charge of the situation. The Club’s legal team has prepared and dispatched official letters directly to the agencies responsible for unblocking the process.

In its appeals to the Minister of Social Policy, Family, and Unity, Denys Ulyutin, and the Acting Head of the Main Service Center of the Ministry of Internal Affairs, Oleksandr Malysh, Energy Club demands:

  1. Provision of an official clarification regarding the legal status of humanitarian aid imported under paper declarations.
  2. Implementation of a temporary algorithm for manual data entry of these vehicles into the AS GD system based on original customs declarations.
  3. Issuance of instructions to the Ministry of Internal Affairs service centers to temporarily unblock registration actions for critical infrastructure enterprises until full synchronization of electronic systems is achieved.

Energy Club emphasizes that under martial law, technical imperfections in electronic systems must not halt the restoration of energy infrastructure. In accordance with current legislation, Energy Club expects official responses from the ministries within the established timeframe.
