Khmelnytskyi NPP: construction of new power units - is a tariff increase necessary today?

Recently, on the air of the information project “Public. Studio” on Channel One of Public Broadcasting, Energy Club Vice President Ivan Hryhoruk shared his opinion on financing the construction of power units No. 3 and No. 4 of the Khmelnytskyi NPP.

  • Cheap electricity is the key to Ukraine’s independence. Ivan Hryhoruk believes that for Ukraine’s energy independence and competitiveness, industry needs cheap electricity.
  • Household consumers are not yet ready to pay the full cost of electricity. According to the expert, until the economic situation in Ukraine improves, household consumers will not be able to pay the full cost of electricity.
  • Construction financing: technological loan or targeted investment. Ivan Hryhoruk assumes that the construction of power units will likely be financed through a technological loan or targeted investment from international partners.
  • Crediting for nuclear power is possible. According to the expert, it is possible to obtain a loan for the construction of nuclear power units, for example, through targeted lending to the technology owner.
  • Definition of technology is an open question. Only properly developed and approved project documentation can determine which technology will be used to build the power units and their full cost.

Ivan Hryhoruk believes that the construction of new power units at the Khmelnytskyi NPP, together with the development of rotating generation and the modernization of the country’s unified power system, is an important step towards ensuring Ukraine’s energy independence. He expressed hope that the Verkhovna Rada will approve the relevant draft law, and Ukraine will be able to launch this ambitious project.
