On February 25, during a broadcast on the “Suspilne” TV channel, Ivan Grygoruk, Vice President of the Energy Club business association of energy companies, commented on the progress of the State Energy Supervision’s inspections regarding how substation personnel execute dispatchers’ commands to disconnect power transmission lines.
The main goal of such inspections is to guarantee that all consumers have access to electricity on a non-discriminatory basis. Against the backdrop of identified violations, particularly in the Vinnytsia region, where workers did not turn off the power to certain consumers on time, the expert explained the nature of such failures.
According to Ivan Grygoruk, the causes of the violations can vary. It could be a simple human factor or a shortage of workers who might physically not have time to switch the lines within the specified time frames. However, there are also cases of official negligence or malicious intent for selfish motives.
Why is it difficult for consumers to monitor outages independently?
The Vice President of Energy Club emphasized that an average citizen cannot objectively determine whether the outages are happening correctly.
Who bears responsibility?
Only the State Energy Supervision can prove the fact of a violation based on the results of an appropriate inspection, as this involves complex issues of dispatching and commercial accounting in electrical networks. The agency must publish all inspection results and the causes of the identified violations on its official website.
If a violation is proven, personal responsibility is foreseen for the guilty employees. In addition, fines are also imposed on the enterprise itself — the distribution system operator (oblenergo).
For ordinary consumers who, due to the actions of energy workers, received power longer than others not of their own free will, no consequences are foreseen. The only exception is in cases where a corruption component or malicious intent involving the consumer is proven by the State Energy Supervision, and subsequently by law enforcement agencies.
