Analysis of the results of the survey "The Future of Ukrainian Energy: Business Opinion"

16.01.2025

Energy Club conducted a survey among 302 representatives of the energy sector of Ukraine to find out their opinion on the future of the Ukrainian energy sector. The survey results provide valuable information on the attitude of business to key issues of the industry’s development, in particular, the construction of new generating capacities, the transition to environmentally friendly energy sources and the completion of the Khmelnytskyi NPP.

Methodology

The survey was conducted online from February 13 to February 16. 302 respondents representing various sectors of the energy industry, including generation, distribution, trading and engineering, took part in the survey. The majority of respondents (85.8%) represent large enterprises (250 – over 1,000 people).

Main results

  • Need to build new generating capacities: The vast majority of respondents (84.1%) believe that Ukraine needs to build new generating capacities without waiting for the end of the active phase of hostilities.
  • Transition to environmentally friendly energy sources: 91.1% of respondents support the transition to environmentally friendly energy sources, including nuclear energy.
  • Completion of Khmelnytskyi NPP: 84.1% of respondents support the government’s project to complete the construction of the Khmelnytskyi NPP power units. The majority believes that the implementation of this project should begin now (69.1%).
  • Arguments “in favor” of completing the Khmelnytskyi NPP: The most important arguments “in favor” of completing the Khmelnytskyi NPP are considered by respondents to be:
    • Reducing dependence on imported electricity (73.1%)
    • Increasing the resilience of the Ukrainian energy system to attacks and pressure from the aggressor (65.8%)
    • Reducing electricity prices (61.5%)
  • Cautions/fears regarding the completion of the Khmelnytskyi NPP: The main cautions/fears of respondents regarding the completion of the Khmelnytskyi NPP:
    • Long implementation time (78.4%)
    • High cost of the project (32.6%)

Analysis of comments

Respondents’ comments to the question about reservations/fears regarding the completion of the Khmelnytskyi NPP indicate that there are different views on this project. Some respondents express doubts about its economic feasibility and efficiency in wartime. Others emphasize the need to develop nuclear generation, but suggest focusing on smaller-scale distributed generation projects. There are also concerns about corruption, bureaucratic red tape, and the lack of proper protection against missile attacks.

Conclusions

The survey results indicate that Ukrainian business in the energy sector supports the need to develop generating capacities in Ukraine, including nuclear power. The completion of the Khmelnytskyi NPP is seen as an important step towards strengthening the country’s energy independence and sustainability. However, there are also certain concerns about this project that require attention and resolution.

Recommendations

  • The government should continue working on the Khmelnytskyi NPP completion project, taking into account the opinions of business and the public.
  • It is necessary to develop a clear plan for the project implementation, taking into account potential risks and caveats.
  • It is important to ensure transparency and accountability in the use of funds for the project implementation.
  • Other energy sources, including renewable ones, should be continued to be developed to diversify Ukraine’s energy mix.
