Olga Babii — Advisor to the Chairman of the National Security and Defense Council of Ukraine, Member of the National Energy and Utilities Regulatory Commission (NEURC) (2019-2024) — will present an exclusive author’s educational module on the regulatory environment in energy as part of the new Energy Club training course “Communications and Interaction in Energy: Strategies for PR, Marketing, GR, and Lobbying in Ukraine,” which starts in June.
An expert in energy resource management, former advisor to the Minister of Community and Territorial Development of Ukraine, author and host of the program “Energy Truth with Olga Babii” on the KSHDU Media YouTube channel, will share valuable insights and useful information about the legislative framework in the energy sector with course participants.
“The materials of my lecture are based on my own experience at the NEURC and are aimed at developing an understanding among market participants of the levels of legislation governing various issues,” said Olga Babii. “For example, what norms are defined by general legislation, in particular the Law of Ukraine ‘On the Electricity Market’ — the main regulatory legal act governing the electricity market in Ukraine, or the Law of Ukraine ‘On the Natural Gas Market,’ which covers issues of gas production, transportation, storage, supply, and consumption, ensuring the functioning of a competitive gas market and protecting consumer interests.”
Course participants will learn about the procedures regulated by Resolutions of the Cabinet of Ministers of Ukraine, the powers of state authorities in energy markets – the Verkhovna Rada, the Cabinet of Ministers, ministries, as well as regulators and system operators – Ukrenergo and GTS.
“Also in this course, we will talk about how decisions are made at each level, what the decision-making procedures are, and when market participants can use their advocacy opportunities, submit proposals, comments on various draft decisions, and how to defend their reasoned position on the introduction of regulatory norms for market relations between entities,” emphasizes the expert in energy resource management.
The course will be useful for both local self-government bodies and business representatives working in the energy sector. During the training, several case studies will be considered regarding the rules of electricity and gas supply – how they should be applied in the contractual policies of market participants.

“Regulatory legislation is changing rapidly. Especially in the context of martial law, we have seen many deviations from classic regulatory norms. I will explain how to track these changes, which websites to find them on, and which specific acts to follow in your activities.”
The course “Communications and Interaction in Energy: Strategies for PR, Marketing, GR, and Lobbying in Ukraine” aims to enhance the communication capabilities of companies, promote their competitiveness, and support the sustainable development of Ukraine’s energy sector.
It helps to strengthen the trust of stakeholders (authorities, communities, investors, media), support business goals in a highly regulated environment, and offers an integrated approach, combining PR, marketing, GR, and lobbying to create synergistic strategies that contribute to the success of companies.
The course duration is 12 weeks, and classes include 1-2 sessions per week (60-90 minutes), with interactive discussions after each topic.
