The ECO-OPTIMA group of companies proposes organizing a seminar on the provision of ancillary services to NEK Ukrenergo concerning RPCh, RVCh on the Energy Club platform, which would be beneficial to hold jointly with participants who are already providing such services.
ECO-OPTIMA is the largest group of companies in Western Ukraine engaged in the development and implementation of renewable environmentally friendly energy sources. It was the first to receive a loan from the European Bank for Reconstruction and Development (EBRD) and built the first wind power plant in Western Ukraine. Over the company’s operational period, a number of projects in the energy sector have been implemented. Simultaneously with existing facilities, new investment projects are constantly being developed and advanced, including small hydropower and biofuel projects.
Since 2020, ECO-OPTIMA has been an active participant in the Energy Club.
Yurii Fedak, Deputy Director for Development at ECO-OPTIMA LLC, names the advantages of membership in the Club as the opportunity to solve problematic issues through joint efforts, side-by-side with other companies, and, of course, prompt information about events and innovations in the energy sector.
“The Energy Club raises current problems and has created a professional platform for discussing them, and this is great,” says Yurii Fedak. “Discussions held by the Club with the participation of representatives from NEK ‘Ukrenergo’, the Ministry of Energy, and NEURC have helped ensure greater market transparency and develop mechanisms for guaranteeing obligations.”
Among the problems that need to be brought to the attention of the business community, the Deputy Director of ECO-OPTIMA names issues of spatial plans and the impossibility of developing new DPT (Detailed Territory Plans), the calculation of debt of the State Enterprise “Guaranteed Buyer”, certification and commissioning of new generating capacities in accordance with the results of auctions held for the provision of ancillary services to NEK “Ukrenergo”.
“The decision of the Supreme Court of Ukraine dated 08/09/2022 in case No. 640/4069/21, which defines the formula for calculating responsibility for balancing imbalances before the ‘Guaranteed Buyer’ from the date of the resolution’s adoption, does not resolve the issue of previous periods calculated using the ‘void’ formula, specifically for the period from February to September 2022, and this is also a topic for discussion in the Energy Club,” added Yurii Fedak.
In addition, ECO-OPTIMA proposes that the Energy Club organize a seminar on the provision of ancillary services to NEK “Ukrenergo” concerning RPCh, RVCh, which would be worthwhile to conduct jointly with the providers of such services.
