Oleksandr Dombrovskyi, President of MHP Eco Energy and former Chairman of the specialized committee of the Verkhovna Rada, shared his vision for the Regulator’s transformation during a discussion at Energy Club. He emphasized the necessity of adapting the management model to the realities of martial law and the future reconstruction of the country.
Oleksandr Dombrovskyi recalled that the creation of an independent Regulator in 2016 was a critical step for Ukraine’s integration into the European energy space. This move was intended to resolve two key industry issues: political populism and corruption.

“To align with an entirely new philosophy and a new sector, to live alongside Europe and move toward the European Union, we had to adopt the relevant legislative acts. One of the key elements and foundational laws was the law on an independent Regulator. Because in Europe, no one operates without an independent Regulator,” the speaker noted.
Analyzing the current situation, Oleksandr Dombrovskyi expressed the opinion that the concept of absolute independence during a full-scale war requires rethinking for the sake of national resilience.
“I believe that in wartime, it must be an optimal, sensible, ‘smart-limited’ independence. It must be synchronized not only with Parliament but also with the Ukrainian Government’s operations. We cannot have Parliament pulling in one direction, the Government in another, and the President’s Office in a third. There must be a maximum effect of state synergy,” Oleksandr Dombrovskyi emphasized.
The expert identified three stages of development for NEURC. The first is the current complex stage of regulation amidst destruction. The second is the period of rapid post-war reconstruction, where the Regulator must become an investment driver.
“This should be a somewhat different model for the Regulator’s operations, focusing more on promotion, attracting investment, modernization, and creating economic models that allow the energy market to be treated as a business,” he explained.
Concluding his speech, Oleksandr Dombrovskyi stressed that regardless of any legislative changes, the end-user must remain the focus.
“The key criterion must be protecting consumer interests. The entire market system and regulatory framework must be built on protecting and optimizing the interests of consumers—those for whom these institutions exist,” the President of MHP Eco Energy concluded.
