The Future of NEURC: Energy Club Hosts Final Discussion on Regulator Reform

On April 2, 2026, a panel discussion titled “What Will the New Regulator Look Like? Institutional Independence, Euro-Integration, and Market Rules of the Game” was held at the Energy Club. The event brought together key stakeholders, government officials, and energy business leaders to forge a shared vision for the NEURC reform.

In 2026, the Ukrainian energy market faces a critical choice. The model chosen to “reset” the National Commission for State Regulation of Energy and Public Utilities (NEURC) will determine the stability of the domestic market, the confidence of foreign investors, and Ukraine’s access to significant macro-financial support under the Ukraine Facility.

This meeting concluded a months-long special project by Energy Club. During this time, the organization systematically analyzed legislative initiatives (in particular, Draft Laws No. 14282 and No. 14282-1) and conducted expert discussions with reform authors, legal experts, and representatives of European institutions.

During the panel discussion, participants focused on finding a balance between national interests and European integration commitments.

Key topics in focus:

  • Philosophy of Independence: discussed where the line is between the Regulator’s independence from political pressure and its proper accountability during war and economic crisis.
  • Finding a compromise with partners: discussed the involvement of foreign experts with a decisive vote — whether this is a temporary safeguard or a long-term model of trust.
  • Stability of the institution: sought answers on how to ensure the predictability of the rules of the game and the preservation of the Regulator’s professional memory regardless of changes in political cycles.
  • The role of the NEURC today: determined what the Regulator should be in conditions of generation losses and deficits — a classic arbitrator or a crisis manager with broader tools.
  • Vision 2030: shaped the portrait of the Regulator of the future, capable of working effectively with decentralization technologies, BESS, and algorithmic network management.

The discussion was moderated by Maksym Nemchynov, Vice President of Energy Club and former Deputy Minister of Energy of Ukraine.
