During the discussion on December 15, the meeting moderator — Maksym Nemchynov, Vice President of Energy Club, former Deputy Minister of Energy of Ukraine — summarized the key directions that, in the participants’ opinion, should form the basis of an appeal to the Government.
On the appeal to the Cabinet of Ministers. Maksym Nemchynov proposed preparing an appeal to the Cabinet of Ministers of Ukraine (logically — to the Prime Minister) following the conversation, with proposals for strengthening sector management.
On the role of the Vice Prime Minister and mandate of powers. He emphasized that the key position must be backed by real powers, and effectiveness is possible only with personal responsibility and administrative resources.
On humanitarian/technical aid and equality of ownership forms. The moderator specifically highlighted: if a private operator provides a socially important service (electricity distribution), the state must act without discrimination based on the form of ownership when restoring critical infrastructure resulting from the war.
“All forms of ownership are equal. If a company provides a socially important service and cannot provide it as a result of the war — the state is obliged to help.”
