Energy of Responsibility: EL-ENERGO LLC Supports Utility Providers and Critical Infrastructure

28.10.2025

Ukrainians Await Heat

In Ukraine, according to the Resolution of the Cabinet of Ministers of Ukraine (CMU) No. 812, the heating season will begin on November 1, 2025, and last until March 31, 2026.

In Kyiv, the heating season officially started on October 3 for social facilities. As of October 14, 2025, over 80% of kindergartens, 78% of schools, and 85% of maternity hospitals are connected to heating.

For residential buildings and other facilities, heat supply will begin when the average daily air temperature drops below +8°C for three consecutive days—this is the main condition according to CMU Resolution No. 830.

As for other cities, despite technical readiness for the heating season, the situation is complicated by the consequences of military actions and shelling, which have damaged a significant part of the heat supply infrastructure. Because of this, many buildings require additional inspection measures, of both internal building networks and municipal networks.

As a result of the delayed start of heating, Ukrainians are forced to heat their homes with electric heaters, which has led to increased electricity consumption, voltage surges, and local outages.

Business Stands with Utility Providers

In this situation, socially responsible business comes to the rescue. One such example is EL-ENERGO LLC, an energy supply company that has been operating in the Ukrainian market for over three years and is among the top ten suppliers of electricity at free market prices to non-household consumers.

EL-ENERGO purposefully focuses on critical infrastructure facilities, supplying electricity to water utilities, heat supply companies, and budgetary institutions.

According to Oleksandr Khandryha, Director of EL-ENERGO LLC, to ensure an uninterrupted supply, the company not only actively trades electricity on the free market but also imports it from Slovakia and Moldova. This approach provides utility providers with the necessary stability for timely preparation for the cold season.

Having worked with heat supply companies for many years, EL-ENERGO’s specialists thoroughly understand the specifics of their operations, clearly know their consumption schedules, and their needs during peak loads.

This knowledge allows them to:

  • Forecast and guarantee supply volumes amid high demand, minimizing the risk of shortages.
  • Optimize supply schedules, taking into account potential risks caused by shelling and martial law.

EL-ENERGO is not limited to the role of a commercial supplier. The company actively uses its many years of expertise to participate in shaping the regulatory and legal framework of the Ukrainian energy market. Specialists at EL-ENERGO LLC are drivers of change aimed at increasing the sector’s transparency, competition, and reliability.

The company’s key initiatives include:

  • Advocating for equal access for suppliers to cross-border electricity interconnectors (imports), which is critical for diversifying sources and strengthening the country’s energy resilience.
  • Developing recommendations for amendments to the Law of Ukraine “On Public Procurement” regarding electricity price adjustment mechanisms for budgetary organizations. This helps protect public institutions from price volatility.
  • Initiating the development of new regulatory legal acts (RLAs) to protect critical infrastructure enterprises, guaranteeing them a stable and uninterrupted electricity supply even in crisis situations.

This proactive stance confirms that EL-ENERGO is not just a market player, but a market architect striving to improve it in the interests of consumers and the state.

Planning for the future, EL-ENERGO is focused on the European market and is actively adapting the best practices of large international companies in working with the public sector. This allows them to offer clients world-class service today.

When asked about the challenges facing the company and the motivation to overcome them, Oleksandr Khandryha replied: “We believe in the Armed Forces of Ukraine, we believe in peace and victory. Our team remains committed to its mission: to continue helping the country withstand challenges without interruption and to lay a strong energy foundation for its future prosperity.

We are working for Victory!”
