Energy Club is continuing its systemic efforts to resolve the issue of fines for exceeding size and weight limits (oversized and overweight vehicles) for specialized equipment used in emergency and restoration work. As part of this initiative, Energy Club has sent official letters to the heads of the Regional Military Administrations (RMAs) requesting their support for the initiative at the Cabinet of Ministers of Ukraine level to comprehensively address this matter.
The problem of energy companies’ specialized vehicles receiving fines while en route to repair emergencies (including those caused by shelling) is systemic and requires legislative regulation. Understanding the urgency of the issue, Energy Club has initiated a series of sequential actions in this direction:
The appeal to the heads of the RMAs, particularly in the frontline regions, is a logical continuation of this work. The position of the regional authorities, who are responsible for the stability and livelihood of communities on the ground, is an extremely important argument in the dialogue with the Government. In its letters, Energy Club asks the heads of the RMAs to support the initiative and to appeal to the Cabinet of Ministers with a proposal to amend Clause 22.5 of the Traffic Rules.
“Our goal is to find a logical and effective solution. The work of an emergency energy crew is, by its nature, an emergency, and the legislation should reflect this, as it already does for the State Emergency Service of Ukraine (SESU). After a dialogue with the Ministry of Infrastructure, we saw that the problem lies within the regulatory acts,” emphasized Andriy Kostrytsia, President of Energy Club. “Involving the regional administrations is an important step towards building a common position. We are confident that constructive cooperation between business and government at all levels will allow us to achieve the necessary changes to strengthen the country’s energy security.”
Energy Club has also informed the heads of the relevant DSOs about the appeal to the RMAs for further coordination of actions. The data collected from the companies will be summarized and used to prepare joint analytical materials for the Government and relevant committees of the Verkhovna Rada.
