The Ministry of Education and Science of Ukraine (MES) has provided an official response to Energy Club’s appeal dated April 8, 2025, which expressed concern regarding the staffing for the energy resilience of Ukrainian communities. As a reminder, Energy Club appealed to Minister Oksen Lisovyi following an online meeting on March 20, where the challenges of the shortage of qualified personnel in the energy sector at the local level were discussed.
In its response, signed by Deputy Minister Mykhailo Vynnytskyi, the MES notes that the higher education system’s activities are aimed at preparing specialists according to the needs of the labor market.
Key points from the Ministry’s response:
- Strengthening the Role of Employers: The MES considers the involvement of employers in shaping the content of educational programs, participating in the educational process, and evaluating learning outcomes as a priority task. The Ministry expects that such cooperation will help align programs with modern requirements and increase the competitiveness of graduates.
- Updating Educational Standards: The MES has updated the composition of its scientific and methodological commissions and plans to begin work on updating higher education standards in 2025. Draft standards will be submitted for public discussion on the MES website.
- Autonomy of Higher Education Institutions and Cooperation: Emphasis is placed on the ability of higher education institutions, within their autonomy, to cooperate with employers, scientific institutions, and other organizations to improve the quality of educational services and remove barriers to interaction.
- Support for Energy Specialties: The Ministry confirms the existence of a list of specialties receiving special support, including “Electrical Engineering” and “Power Generation,” for which state funding is provided.
- Career Guidance: Higher education institutions conduct career guidance activities to popularize engineering and technical specialties.
The Ministry of Education and Science expressed gratitude to Energy Club for its attention to the problem and the proposals provided. The MES also expressed hope for the active participation of the expert community from energy companies in discussing higher education standards and updating educational programs.
Energy Club welcomes the Ministry’s readiness for dialogue and updating approaches to personnel training. We will continue to work on resolving the issues raised and will inform the community about further steps.
