Energy Club Calls on Regulator to Resolve Electricity Data Rounding Discrepancies in MMS

Energy Club, Ukraine’s largest business community of energy companies, has sent an official appeal to the National Energy and Utilities Regulatory Commission (NEURC) regarding inconsistencies in data rounding within the Market Management System (MMS) administered by NPC Ukrenergo. The appeal follows a professional discussion initiated by Energy Club on April 30, 2025, prompted by an official request from one of its member companies, ENERGY 365 LLC.

The core of the issue lies in the differing approaches to data precision used by Ukrenergo in its functions as the Administrator of Commercial Accounting (AKO) and the Administrator of Settlements (AR) within the same MMS system. While acting as AKO, Ukrenergo records market participants’ data in MWh with three decimal places. However, as AR, the company operates with data in kWh without any decimal places. This discrepancy creates difficulties for market participants in their operations and settlements.

ENERGY 365 LLC highlighted this problem in their initial appeal to Energy Club. The company also noted that recent amendments to the Market Rules, approved by NEURC resolution No. 527 on April 8, 2025, stipulate that electricity volumes should be recorded in MW*h with a precision of up to six decimal places, effective from July 1, 2025. However, according to ENERGY 365, these changes alone do not resolve the existing issue of discrepancies between AKO and AR data in the Ukrenergo system, which has been observed in previous periods as well.

The professional discussion hosted by Energy Club on April 30, 2025, titled “Coordination of Electricity Accounting: A Path to Market Transparency,” brought together representatives of energy companies, NPC Ukrenergo, and the regulator to discuss this critical problem. The event aimed to find effective solutions and ensure the stable and transparent functioning of the energy market.

Based on the discussion, Energy Club has proposed amendments to NEURC resolution No. 527 of April 8, 2025. The proposed changes suggest that paragraph 2 of the resolution should come into effect the day after its publication, with the exception of certain points that would take effect on July 1, 2025, but apply retroactively from July 1, 2023. This aims to address the existing problem for past periods, which currently causes legal and financial uncertainty for market participants.

Energy Club emphasizes the importance of unifying and ensuring the accuracy of accounting processes for the stable operation of the electricity market in Ukraine.
