The Bureau of Economic Security of Ukraine (BEB) in its official response to the Energy Club’s appeal did not confirm the business community’s arguments regarding the exercise of unlawful pressure on electricity market participants by detectives of the BEB Territorial Department in the Kyiv region.
The letter, signed by the Deputy Head of the BEB Department, Konstantin Ovcharov, states that “based on the results of consideration of the appeal, your arguments regarding the exercise of pressure by BEB detectives on market participants have not been confirmed.”
The Bureau confirmed that its territorial department is conducting a pre-trial investigation into a number of criminal proceedings under Articles 191 and 364 of the Criminal Code of Ukraine related to the increase in electricity prices. At the same time, the agency referred to the general norms of the Criminal Procedure Code regarding the obligation of a comprehensive investigation and the procedural independence of the investigator.
For reference: On June 5, 2025, Energy Club appealed to the management of BEB and also offered the Bureau its expert assistance in organizing training events on the specifics of the functioning of the energy market.
