Energy Club Vice President Ivan Grygoruk commented on the Verkhovna Rada of Ukraine’s decision from February 11 regarding the adoption in the second reading and as a whole of the Draft Law “On Amendments to Certain Legislative Acts of Ukraine on Simplifying Business Conditions” (register №11392 dated 02.07.2024).
The bill allows updating the feasibility study for the completion of Units 3 and 4 of Khmelnytskyi NPP using equipment from Bulgaria.
“This bill… gives the right to update the feasibility study, which was developed by Kyivenergoproject and approved in 2018, regarding the completion of X3-X4 with the possibility of using VVER 1000 reactor type equipment that was located in Bulgaria. What does this mean? This means that until now we did not have a single current document that would indicate whether this equipment is suitable or not suitable for completing X3-X4 units of Khmelnytskyi NPP,” noted Ivan Grygoruk.
The expert emphasized that the bill does not mean automatic equipment procurement.
“If the developed feasibility study determines that this equipment is not suitable for any justified reasons, the government has the right not to purchase these units without any consequences. Do you understand? A properly developed and approved feasibility study provides the basis for professional discussion regarding the suitability of the aforementioned equipment and making a decision to buy or not to buy, and at what price,” explained Ivan Grygoruk.
The Energy Club Vice President added that the construction of new power units will not begin during the war.
