Ukrainian Energy Exchange: Bilateral Contracts Market

Last week, 21 auctions for the purchase/sale of electricity in the unilateral auction mode were held on the UEB, of which 6 were in commercial sections and 15 in specialized sections. The initiators were: Energoatom-Trading, Ukrhydroenergo, DTEK Zakhidenergo, DTEK Dniproenergo, Centrenergo, Starokostyantynivtsukor, Shamrayivskyi sugar, Guaranteed Buyer, PUPs and OSRs, etc.

Energoatom-Trading initiated auctions, as a result of which it sold 61,105 MWh of base load at a weighted average price of UAH 5,000/MWh with a delivery period for the second and third decade of October.

Ukrhydroenergo initiated auctions, where it offered baseload with different supply periods for October. According to the auction results, the company sold 7728 MWh of baseload at a weighted average price of 4759.13 UAH/MWh with a supply period from October 10 to 16 and 6552 MWh of baseload at a weighted average price of 4885.13 UAH/MWh with a supply period from October 16 to 22.

During the review period, DTEK Dniproenergo and Zakhidenergo initiated auctions in accordance with Article 66 of the Law of Ukraine “On the Electricity Market”, where they offered block positions and baseload with a supply period for the second – third decade of October.

DTEK Zakhidenergo sold 467,150 MWh of block positions at prices in the range of 2,895 – 3,515 UAH/MWh and 132,250 MWh of base load at a weighted average price of 3,473.4 UAH/MWh.

DTEK Dniproenergo sold 264,500 MWh of block positions at prices in the range of 2,430 – 3,700 UAH/MWh and 47,081 MWh of base load at a weighted average price of 3,526.99 UAH/MWh.

In addition, in the specialized section last week, Starokostyantynivtsukor and Shamrayivskyi tsukor initiated auctions in accordance with Article 66 of the Law of Ukraine “On the Electricity Market”, where they offered base load with delivery for October. According to the results, Strakostyantynivtsukor sold 192 MWh of base load at a weighted average price of 4,000 UAH/MWh, Shamrayivtsukor sold 409 MWh at a weighted average price of 4,812.00 UAH/MWh.

The guaranteed buyer initiated auctions, offering block positions of daytime hours with a delivery period from October 16 to 26. According to the results of the auctions, the company sold 47,300 MWh of block positions at prices in the range of 2,500.07 – 3,500.08 UAH/MWh.

In the commercial sections, the company purchased/sold electricity to individual loads.

Market operator: day-ahead market and intraday market

During the review period, day-ahead market prices were volatile, ranging from 3298.14 to 6604.13 UAH/MWh. In general, the average weighted average price for the last week increased by 5.1% compared to the same period last week and amounted to 5043.32 UAH/MWh. The highest daily price was 6604.13 UAH/MWh on October 11, and the lowest was 3298.14 UAH/MWh on October 5. The sales volume for the review period October 5-11 is 460.6 thousand MWh, (+7.6%).

On the VDR during the review period, prices were also volatile. The weighted average prices varied in the range of 2823.74 – 6192.7 UAH/MWh, and the average value of the weighted average prices for the review period decreased by 18.5% compared to the same period of the previous year and amounted to 4390.87 UAH/MWh. The total volume of purchases and sales for the review period amounted to 39.22 thousand MWh.

European Market

Last week, prices on European electricity markets showed mixed behavior amid mixed market signals.

European spot electricity prices rose sharply on Thursday. In Germany, the DA price rose by 59% to close at €95.20/MWh as weakening wind generation supported prices amid higher demand. Meanwhile, in France, the spot price rose by more than 83% to close at €87.27/MWh as a planned outage at the Bugey-2 reduced the availability of nuclear power.

Wind power generation in Europe in the first four days of last week averaged 22.7% of the region’s needs, according to WindEurope. The largest volumes on different days were generated by the following countries: Germany, France, Italy, Spain, Sweden.

Solar PV generation fell in most major European electricity markets compared to the previous week. Solar generation in Europe in the first four days of last week fell by 298 GWh compared to the same period the previous week and totaled around 1,958 GWh. The average solar power generation capacity in Europe fell to 21.4 GWh in October.

DBX estimates that a sharp increase in electricity generation is expected in October due to the cold weather, with coal-fired electricity generation in Europe increasing by a small 0.6 TWh in September to 7.5 TWh.

Average temperatures fell in most markets surveyed last week, leading to increased electricity demand in European electricity markets: demand increased in the German, British and Belgian markets, decreased in the Spanish, Portuguese and Dutch markets, and was almost unchanged in the Polish and French markets. In the first four days of last week, average European demand was at 309.5 GW.

Regarding hourly prices, on Sunday, October 6, the markets of Germany, Belgium, France and the Netherlands reached negative hourly prices from 13:00 to 15:00, and the markets of Spain and Portugal from 13:00 to 16:00. The registered price was the same in all cases – 0.01 EUR / MWh.

As of October 11, the base price of electricity in France was 87.27 euros/MWh, in Hungary: 95.06 euros/MWh; in Poland: 97.32 euros/MWh.

As of November 2024, prices were trading in the range of 76-102 euros/MWh in the above-mentioned countries.

Monthly futures for December 2024 Electricity prices rose by 4.% in France and Hungary and fell by 2.8% in Poland; by January 2025, they had risen by an average of 12.2% in the countries analyzed.

The benchmark German energy contract Cal’25 rose by almost 4%, closing is at 88.08 EUR/MWh, while the French Cal’25 contract rose by almost 4%, closing at 75.00 EUR/MWh.

European carbon prices rose on Wednesday, after the previous day European carbon prices hit a six-month low, following a decline in gas prices. EUAs, which expire in December 2024, settled at €65 per tonne last Thursday, almost 5% higher than the previous session. The price of carbon emission permits in the EU was set at €64.79 per tonne on 11 October.

Coal prices in Europe were falling under pressure from strong supply and lower natural gas prices, although higher electricity demand supported prices. The spot price of thermal coal in Europe (API-2) was €109.70/tonne on 10 October, 1.15% lower than the week before.

Last week, imports to Ukraine came from Hungary, Slovakia, Romania, Poland, Moldova. Exports were to Poland, Hungary, Slovakia, Romania, Moldova.

 

Public procurement

Over the past week, more than 20 tenders for the purchase of electricity by customers were held. The implemented volume of the 10 largest contracts is 32.03 million kWh for a total cost of 196.08 million UAH. excluding VAT. Overall, the average price was UAH 5.97 per kWh excluding VAT. The largest contract was awarded to JSC “ENERGY COMPANY OF UKRAINE”, which will supply 21.37 million kWh of electricity to the State Enterprise “Sea Ports Administration of Ukraine” at an initial price of UAH 6.29 per kWh excluding VAT. Other tenders are shown in the graph below. Prices ranged from UAH 4.07 to UAH 7.11/kWh.

Belgium opens major large-scale electricity storage project

Sweco is designing the Green Turtle battery park, which will have a capacity of 700 megawatts, resulting in a storage capacity of 2,800 megawatt-hours. Europe wants to get 42.5% of its energy from renewable sources by 2030, but the procedure for obtaining network permits is lengthy and the region’s electricity grids are slow to modernize. Sweco said the park will make a significant contribution to the energy system by providing stored renewable energy during periods of low solar and wind production, thereby reducing Belgium’s dependence on gas-fired power plants. Construction of the project is due to begin in 2025.

DTEK to build 20 MW energy storage facility in Boguslav

At the end of September, the Boguslav City Council approved the lease of a 0.5 hectare plot of land to DTEK Kyiv Regional Networks for the construction of a 20 MW energy storage facility. As previously reported, DTEK will build energy storage facilities in Ukraine with a total capacity of 200 MW, and the investment in the project will amount to EUR140 million. The batteries will be put into operation in a number of regions of the country no later than September 2025. DTEK is also a participant in the construction of the first large-scale electricity storage project in Poland. The goal is to create a pan-European energy system, which is designed to unite Ukraine and the EU.
