Vitaliia Chupryniuk: More live meetings at Energy Club!

“Before joining the community, we reviewed the list of Energy Club members, saw very well-known companies there, and of course, we also wanted to be in trend. Definitely, the advantages of membership are live consultations and discussions of current issues in the energy market under martial law, consulting and resolving disputes regarding the practical application of legislative changes in the modern energy market. At events organized by the club, you can meet and communicate with representatives of various organizations and government and regulatory bodies, and then personally communicate in a professional sphere,” Vitaliia noted. “Live dialogue allows you to learn the opinions of competitors and hear the emphasis of their experience and operational problems, which we may not have paid attention to. The Energy Club events we participated in were quite informative. And it is very useful to constantly be in the flow of news, to learn about Ukrainian and European market changes and innovations. The energy forum in Budapest, which brought together many energy companies, was particularly memorable.”

“What can you say about the effectiveness of Energy Club events? Often, companies themselves initiate discussions on issues important for the energy market and appeal to the authorities with the help of the club.”

“Currently, we are awaiting consideration of a joint official appeal from the member companies of Energy Club to the Head of the Committee of the Verkhovna Rada of Ukraine on Legal Policy, Denys Maslov. It concerns a critical legal problem that arose as a result of the interpretation by the Grand Chamber of the Supreme Court (GCS) of the norm of the Law of Ukraine ‘On Public Procurement’ regarding changes in the contract price. This refers to the GCS resolution dated January 24, 2024, in case No. 922/2321/22. According to the Court’s conclusion, the total increase in the price of goods under a procurement contract cannot cumulatively exceed 10% of the initial price, regardless of the number and grounds for such changes during the entire term of the contract. We participated in the discussion of this problem and, along with other companies, signed the Energy Club’s appeal. This restriction creates risks for the further supply of electricity to the public sector under martial law and significant price fluctuations.”

“What issues of the energy market’s functioning today need discussion on the Energy Club platform?”

“For us, a relevant topic is distributed generation. Dniproenergozbut LLC is taking a training course from Energy Club ‘Distributed Generation: A Step Towards Ukraine’s Energy Independence’. Thanks to the lecturers – professionals in the energy sector – we learned a lot of new, interesting, and useful information.

No less important are the topics of ‘green/renewable’ energy and its development, ways to resolve the financial crisis/debt in the electricity market and its stabilization.”

“What events, in your opinion, do energy market participants need? What could Energy Club organize in the future?”

“Initiate discussions on new draft laws. There are many innovations now, especially those related to electricity procurement. For example, this week, the Ukrainian Energy Exchange LLC held a webinar on the topical issue of ‘Guarantees of Performance of Bilateral Agreements by Buyers’. It would be interesting to hear opinions on the practical application of these changes and to get acquainted with the comments of other market participants.

Dniproenergozbut LLC is focused on long-term partnerships. After all, this kind of public community is necessary for open discussion between business, representatives of state institutions, and the international community on pressing industry problems in order to find optimal solutions.

I have a wish – to organize more events of the format of the Budapest forum, where you can communicate live and discuss important issues with representatives of energy companies.
