Dmytro Mashtaliruk: The Industry Development Requires Lifting the Ban on Gas Exports

Dmytro Mashtaliruk is the head of Cooper Energy AG group of companies and “Cooper Energy Ukraine” – a supplier of natural gas and electricity.

“Cooper Energy Ukraine” is a recent player in the electric energy and natural gas market. The company began its operations in 2019, but only started realizing its potential in 2022. “That’s why we position ourselves as a young company in the development stage,” says the head of the enterprise.

Dmytro studied in the Netherlands at the Faculty of Business and Management, returned to Ukraine and at 19 began working as a dispatcher and economist, so he knows how each link of an energy enterprise works: “Being the head of a successful enterprise is not just managing your subordinates, assigning them tasks and monitoring their implementation. Managing an enterprise means knowing perfectly and understanding all the processes that take place in it.” In parallel, Dmytro graduated from Kyiv National Economic University named after Vadym Hetman and Khmelnytsky National University. A financier by education, he has experience working in Energy X companies.

Dmytro also worked in a German gas trading company. Currently, the company has several large contracts, but its main focus is on supplying industrial equipment.

“Cooper Energy Ukraine” is a member of Energy Club and an active participant in its events.

“The club started as a community of like-minded people, where I saw opportunities for new acquaintances and finding business partners,” says Dmytro Mashtaliruk. “Now the community has grown into a market lever through which business opinions in the energy sector can be conveyed to regulators and government structures. Participants in the club’s activities include ministers, members of the NCRE, officials who express their opinions and listen to others, provide answers. Energy Club can draft a statement, write an appeal to relevant structures asking them to consider a difficult situation and influence its resolution. This was the case in 2021, when the NKREKP increased price caps on the DAM and IDM in the IPS of Ukraine. Other examples can be cited when, thanks to Energy Club, it was possible to reach an understanding between the state authorities and energy companies.

A big advantage of the community is that club members are constantly in the information field of the energy sector, and this is very important. Changes in the regulatory framework, their consequences, innovations and development prospects – all this can be learned during discussions, discussions and publications of Energy Club.

The events organized by the club are relevant and effective. New participants are constantly joining them – representatives of energy enterprises, companies, territorial communities, municipal enterprises, investors, etc. The circle and spectrum of communication become much larger, expanding the understanding of energy market players at different levels.

As elsewhere, there are dishonest people and unpleasant cases in the energy market, and the consequences of cooperation with them are very sad. And thanks to new acquaintances and communication in a professional environment at Energy Club, difficult situations can be avoided.

Regarding the gas sector – unfortunately, now, due to martial law, it is impossible to resolve urgent issues. Therefore, at this stage, we need to unite and work continuously in one area as a friendly team, without setting anyone up.

But for the development of gas energy, it is necessary first of all to lift the ban on gas exports. Only after this can we talk about moving forward, price formation, creation of a Ukrainian energy hub, which is very necessary because we have one of the largest gas storage facilities in Europe, where international companies store their gas due to the difference in price and tariff. We have where and how to develop, but there is a war in the country.

The only way out for us is to fight, pay taxes, helping the state, expect good results at the front, and then develop the energy sector.”
