Energy Club appealed to the Polish Minister of Industry to review the diversification of gas supplies

21.01.2025

Energy Club, the largest business community of energy companies in Ukraine, together with the Polish-Ukrainian Chamber of Commerce, has appealed to the Minister of Industry of Poland, Marzena Czarnecka, with a request to review the legislation on the diversification of gas supplies.

This appeal is the result of a high-level meeting held by Energy Club on December 16, 2024 in Warsaw. The meeting brought together leading experts, government and business representatives to discuss key issues related to the temporary storage of gas in Ukraine and its impact on Polish legislation.

The meeting participants, including representatives of Energy Gate Europe, the GTS Operator of Ukraine, Ukrtransgaz and the Ministry of Energy of Ukraine, focused on the following key topics:

  • Legal aspects of gas storage in Ukraine
  • Tax issues
  • Diversification of supply
  • Gas reimport
  • The future of the gas market

Following the discussion, it was decided to address the Minister of Industry with a request to review the legislation.

The letter emphasizes the need to amend the resolution of the Council of Ministers of April 24, 2017 on the minimum level of diversification of natural gas supplies from abroad.

“This resolution was adopted in completely different geopolitical and economic conditions, and its main premise was the desire to reduce Poland’s dependence on Russian gas,” the letter says. “This goal has been fully achieved.”

Energy Club argues that the current regulation hinders the functioning of the EU single market and has negative consequences for Poland, the competitiveness of the Polish market and the companies operating in it.

“In particular, the provisions of the regulation do not reflect the changed status of Ukraine as a country associated with the European Union and covered by the Deep and Comprehensive Free Trade Agreement (DCFTA), which is negotiating accession to the European Union, considering supplies from this country on an equal footing with supplies from Russia,” the letter states.

Energy Club calls on the Minister of Industry to start work on revising the regulation to make it reflect current geopolitical and economic realities.
