Energy Club Again Draws Attention to Electricity Accounting Discrepancies in MMS, Appeals to Parliamentary Provisional Investigative Commission

Energy Club, Ukraine’s largest business community of energy companies, continues its systematic efforts to resolve the problem of discrepancies in the rounding of electricity volume data in the Market Management System (MMS), administered by NPC Ukrenergo. To this end, the Club has sent another official appeal to the Head of the Provisional Investigative Commission of the Verkhovna Rada of Ukraine regarding possible violations of Ukrainian legislation in the formation and implementation of price and tariff policy in the energy and utilities sectors, Oleksiy Kucherenko.

This appeal was preceded by a professional discussion initiated by Energy Club on April 30, 2025, on the topic “Coordination of Electricity Accounting: A Path to Market Transparency.” During the meeting, representatives of market participants thoroughly analyzed the situation with inconsistencies in MMS data arising from NPC Ukrenergo’s use of different accounting precision in its functions as the Administrator of Commercial Accounting (AKO) and the Administrator of Settlements (AR). As noted, AR records data in MWh with three decimal places, while AKO records in kWh also with three decimal places.

Despite the adoption of NEURC resolution No. 527 of April 8, 2025, which introduces the recording of electricity volumes in MW*h with a precision of up to six decimal places from July 1, 2025, the existing problem of discrepancies for previous periods, starting from July 1, 2023, remains unresolved. This creates legal and financial uncertainty for market participants.

In its appeal to the Provisional Investigative Commission of the Verkhovna Rada, Energy Club not only emphasizes the technical aspect of the problem and proposes a solution similar to the previous appeal – amending NEURC resolution No. 527 to apply the new accounting precision from July 1, 2023. The Club also elaborates on the significant negative practical and financial consequences of these discrepancies for energy companies. In particular, it points out the incorrect reflection of electricity balances in accounting, which contradicts its physical nature as an intangible resource. This can lead to claims from controlling bodies, risks of losing tax credits or expenses, application of penalties, lawsuits, and damage to companies’ business reputation. It is stated that potential losses from such inconsistency can reach hundreds of millions of hryvnias.

By sending the appeal to the Provisional Investigative Commission of the Verkhovna Rada, Energy Club aims to draw maximum attention to the problem at the highest legislative level and facilitate its quickest and comprehensive resolution to ensure the transparent and correct functioning of the electricity market in Ukraine.
