Energy Club explores the issue of humanitarian vehicle registration for energy companies

20.03.2026

Energy Club has received an appeal from JSC “Sumyoblenergo” regarding the problem of state registration of vehicles imported into Ukraine as humanitarian aid. In the letter, the company reports difficulties with the registration of vehicles that were handed over for the enterprise’s needs and are vital for ensuring its ongoing operations.

According to the information provided in the appeal, the problem may be related to inconsistencies between customs clearance procedures, humanitarian aid accounting, and subsequent state registration of vehicles at MIA service centers. The letter also notes that the company has already reached out to state authorities; however, the issue remains unresolved at this time.

Currently, Energy Club is examining the relevance of the raised issue and conducting consultations with other distribution system operators to determine if it is of a systemic nature for the entire industry. We believe it is important to get the full picture and verify how widespread such difficulties are among other energy companies.

If it is confirmed that such a problem is not an isolated case but rather a broader industry-wide obstacle, Energy Club will protect the interests of the energy sector and initiate the necessary dialogue with relevant state authorities to find a practical solution.

In wartime conditions, the issue of prompt utilization of equipment received as humanitarian aid is not formal but has a direct practical character. For energy companies, this is a matter of the capacity to quickly perform repair and restoration works, maintain grid reliability, and ensure the continuity of energy supply.

Energy Club will continue to keep this issue under consideration and will inform market participants about the results of the consultations and further steps.
