Energy Club and its Members Finalize Appeal to Verkhovna Rada on 10% Public Procurement Cap

13.08.2025

Energy Club, together with its member companies, has entered the final stage of preparing a collective appeal to the relevant committees of the Verkhovna Rada of Ukraine. The initiative aims to resolve a systemic problem caused by the 10% limit on price adjustments in public procurement contracts, which jeopardizes the stability of the energy market.

In response to the numerous lawsuits and criminal proceedings that arose following the relevant ruling by the Grand Chamber of the Supreme Court, Energy Club has drafted a document arguing for the need to obtain an official clarification of the original legislative intent from lawmakers.

Today, on August 13, the draft appeal was sent to the representatives of the club’s member companies for review. A closed online working meeting will be held to finalize the text and consolidate a common position.

This step demonstrates the determination and unity of Energy Club members in protecting the industry’s interests. We are convinced that only a strong, unified position will allow us to effectively convey the issue to lawmakers and protect the market from undue pressure.

Energy Club will continue to advocate for the interests of the energy community and provide updates on further steps in this matter.
