Energy Club Initiates Stakeholder Discussion on Guaranteeing Bilateral Agreements in the Electricity Market

Energy Club has received an appeal from its member company – Energy 365 LLC, in which a significant issue regarding the mechanism for guaranteeing the fulfillment of obligations under bilateral agreements in the electricity market has been raised.

The appeal concerns changes introduced by the Auction Committee for the Sale of Electricity under Bilateral Agreements, which involve the formation and submission of guarantee deposits by participants in the auctions at the Ukrainian Energy Exchange (UEEX). These changes were implemented to address the problem of non-performance of electricity purchase and sale agreements.

Energy 365 LLC has expressed concern that, while the introduced mechanism aims to increase the responsibility of market participants, it also creates significant barriers that negatively affect market competition and the financial stability of suppliers, especially small and medium-sized ones.

In order to comprehensively address this issue and find balanced solutions, Energy Club is initiating a professional discussion with the participation of all stakeholders.
