Cherkasy Regional Military Administration Supports Energy Club's Initiative to Solve the Problem of Weight and Dimension Control for Special Equipment

Energy Club continues its systematic work on the legislative regulation of fines for exceeding weight and dimension norms (WDC) for emergency special equipment used by energy companies.

Problem Context

The problem arose when energy sector special vehicles, on their way to eliminate accidents (including those caused by shelling), were fined for exceeding weight and dimension norms. This situation causes delays and complicates the work of emergency crews. To solve this issue, the Energy Club has initiated a consistent effort.

The Club has already consulted with its members—distribution system operators (DSOs)—and confirmed that this is a common problem for the entire industry. Official requests have also been sent to the Ministry for Communities, Territories, and Infrastructure Development, the National Commission for State Regulation of Energy and Public Utilities (NKREKP), and directly to the DSOs.

Engaging Regional Authorities

Approaching the heads of regional military administrations (RMAs), especially in frontline regions, was the next step to strengthen the Club’s position at the government level. In its letters, the Energy Club asked the RMAs to support the initiative and appeal to the Cabinet of Ministers of Ukraine with a proposal to amend the Traffic Rules.

Response from Cherkasy RMA

One of the first to respond to the request was the

Cherkasy Regional Military Administration, which supported the initiative and has already sent a corresponding letter to the Ministry for Communities, Territories, and Infrastructure Development.

In its letter dated August 29, 2025, No. 01/08-13/K-880/01/08-13/22883 , the Cherkasy RMA stated that it had reviewed the Energy Club’s request and, to resolve the issue, had appealed to the Ministry with a proposal to consider the possibility of amending the Cabinet of Ministers’ Resolution No. 1306 of October 10, 2001, “On Traffic Rules”. These changes concern regulating the specifics of applying weight and dimension control to specialized and/or special-purpose vehicles used by distribution system operators during emergency and recovery work.

This is an important step that demonstrates a constructive collaboration between business and government aimed at strengthening Ukraine’s energy security.
