Energy Club Vice Presidents Among Candidates for NEURC Member Positions

The competition commission for the selection of candidates for the positions of members of the National Energy and Utilities Regulatory Commission (NEURC), at a meeting on May 21, which was broadcast online, determined the list of candidates admitted to the competition, Interfax-Ukraine reports. Of the 19 applicants whose applications were considered, 18 were admitted to the competition. According to the head of the commission, Yulia Pidkomorna, a total of 21 packages of documents were submitted for the competition, but two candidates later wrote letters of withdrawal.

The competition was announced for three positions of the NEURC members. In particular, in connection with the planned rotation of Ruslan Kaidash and Valerii Tarasiuk (July 1, 2025), as well as due to the presence of one vacant position after the rotation of Oleksii Magda.

Among the candidates are three of Energy Club Vice Presidents: Ivan Grygoruk, Valerii Bezus, and Maksym Nemchynov.

The competition for NEURC member positions is an extremely important event for the entire energy sector of Ukraine. The Regulator plays a key role in shaping tariff policy, licensing market participants’ activities, and ensuring the stability and transparency of the energy and utilities markets.

Full list of candidates admitted to the competition:

 

  1. Valerii Bezus, former Head of the State Agency on Energy Efficiency and Energy Saving, Vice President of Energy Club.
  2. Serhii Bilous, Director of United Energy Resource LLC, formerly Head of Regional Electricity Networks.
  3. Ivan Grygoruk, Vice President of Energy Club.
  4. Leonid Dudka, former Director of Coal of Ukraine and former Deputy Minister of Energy.
  5. Yulia Zhytnyk, lawyer, Deputy Chairman of the Supervisory Board of Market Operator LLC.
  6. Mykhailo Ilnytskyi, since 2018 he has served as the Chairman of the Board of Chernihivoblenergo JSC and was a member of the Supervisory Board of NPC Ukrenergo.
  7. Ruslan Kaidash, current NEURC member (to resign by rotation on July 1, 2025).
  8. Dmytro Kovalenko, former NEURC member (to rotate out on July 1, 2024), currently Head of Department at the NEURC.
  9. Ihor Kryzhanivskyi, representative of PJSC Centrenergo, Head of the company’s production and technical department.
  10. Maksym Nemchynov, former Deputy Minister of Energy, Vice President of Energy Club.
  11. Dmytro Olefir, worked at Ukrenergo, Ukrhydroenergo, Centrenergo (member of the management board), was an advisor to the CEO of the Market Operator and Chairman of the Supervisory Board of the Market Operator, and since 2023 – at Energy Trade Group.
  12. Yurii Pavlov, Chief Inspector of Rivne NPP (since 2025).
  13. Oleksandr Pokhylko, CEO of Miskteplovodenergia (Kamianets-Podilskyi) and former director of Kalush CHPP.
  14. Serhii Pushkar, Executive Director of NNEGC Energoatom, former Head of the Legal Department of the State Property Fund.
  15. Iryna Rozhanska, head of Energotechconsulting LLC, formerly headed a department at Ukrtransgaz LLC.
  16. Liubomyr Salovskyi, Head of the Dispatching Department at Ukrtransgaz.
  17. Natalia Khotsianivska, Director of the Department of Economics of Life Support Systems at the Ministry of Regional Development.
  18. Roman Shykerynets, Head of the Regulatory Activities Department at GTS Operator of Ukraine LLC (one of the positions).

According to the commission’s decision, the application of Kirill Kazakov (head of the repair division of DTEK Dniprovski Elektromerezhi) was rejected due to the failure to provide evidence of the required two years of management experience. However, he has the right to provide his explanations and arguments within two days in case of disagreement.

Next steps of the competition: The Commission plans to hold the first of two rounds of interviews with the candidates on May 27-28. Based on the results of the interviews, candidates will be selected to be submitted to the Government, which appoints the NEURC members.

He graduated from Taras Shevchenko National University of Kyiv, Ternopil National Economic University, Ivano-Frankivsk Educational and Scientific Institute of Management, and West Ukrainian National University. Mr. Grygoruk is an energy expert with significant experience in the design, reconstruction, and new construction of electrical installations, electrical substations, and power transmission lines from 35 to 750 kV. He has experience implementing projects in Central Asia, the European Union, the USA, the UAE, and Ukraine. He has a deep understanding of the Ukrainian energy market and actively participates in the development of legislative and regulatory documents in the energy sector. An active speaker and moderator of industry events.

Vice President of Energy Club, held the position of Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine (2021-2023). Born in 1975 in Dnipro. He holds a PhD in Public Administration, higher economic and law degrees, and completed postgraduate studies at the National Technical University “Dnipro Polytechnic”. He underwent training in investment project design, project management, and public administration in Austria and Germany. He has experience in senior positions in the private and public sectors, local government, and civil service, including as an advisor to the Minister of Communities, Territories and Infrastructure Development of Ukraine and Deputy Head of the Dnipropetrovsk Oblast Council. He holds the 3rd rank of civil servant. He is actively involved in public, expert, and scientific-practical activities. Honorary President of the All-Ukrainian Association of Drinking Water “Borysfen”. Specializes in investment project design, energy transformation, decarbonization of the economy, energy efficiency, and renewable energy.

Vice President of Energy Club, former Deputy Minister of Energy of Ukraine (2020-2021). He has over 20 years of experience in the energy industry. He has held various positions in the Ministry of Energy and Coal Industry of Ukraine, including State Secretary, Deputy Minister, and Advisor to the Minister. As Deputy Minister of Energy, Maksym Nemchynov was responsible for the oil and gas sector and the reform of the coal industry. He was also a member of the Supervisory Board of NEC “Ukrenergo”. Maksym Nemchynov is a graduate of the Donbas Mining and Metallurgical Institute, Yaroslav Mudryi National Law University, and Vadym Hetman Kyiv National Economic University. He holds a Master’s degree in Management and Administration. Since December 2023, he has been Vice President of Energy Club, where he specializes in the development of the business community.
