Bureaucratic Trap Blocks Power Engineers’ Work: Energy Club Initiates Resolution on Humanitarian Vehicle Registration

JSC “Sumyoblenergo” has approached Energy Club regarding an issue that is currently having a critical impact on the recovery speed of energy infrastructure. The company received five vehicles as humanitarian aid; however, the Ministry of Internal Affairs (MIA) service centers are refusing to register them or issue license plates.

The root of the problem lies in a purely bureaucratic conflict. The vehicles were imported into Ukraine in 2025 using 2022-style paper customs declarations. Because of this, they were not entered into the new Automated System for Humanitarian Aid Registration (AS HR). As a result, equipment essential for repair crews is sitting idle in garages, as state registration is impossible without entry into the electronic database.

Upon receiving this signal, the Energy Club team conducted urgent consultations with other Distribution System Operators (DSOs). It was revealed that this is not an isolated incident but a widespread systemic issue across the country. Dozens of specialized vehicles cannot be deployed to the lines due to discrepancies between electronic databases and a reluctance by state authorities to take responsibility for resolving this legal anomaly. Local appeals from power engineers to the Ministry of Energy remain unanswered, while the Ministry of Finance officially states that the matter falls outside its jurisdiction.

Energy Club considers this situation unacceptable under martial law, where every vehicle is vital for maintaining regional energy security.

We are taking this matter under our direct control. Currently, the Club’s legal team is preparing official appeals to the Ministry of Social Policy of Ukraine (the administrator of the AS HR) and to the leadership of the Main Service Center of the MIA. Our goal is to secure the immediate development of a temporary algorithm that will allow for the legalization and registration of such vehicles based on existing paper declarations with original (“wet”) customs stamps.
