Energy Club is a community of energy professionals that brings together experts, analysts and company executives to exchange knowledge, experience and ideas. We are committed to developing the energy sector and supporting its participants in an environment of constant change. Energy Club regularly holds conferences, forums and seminars dedicated to current energy issues.

The Ukrainian power system is in a critical state of transformation. The government has announced a course to build 1.5 GW of distributed generation as a basis for resilience against shelling. However, as of April 2026, the industry has found itself in a regulatory deadlock. The abolition of preferential gas for cogeneration, along with a strict limitation of maximum prices on the electricity market, has made the operation of gas-fired plants economically unfeasible.

Today, cogeneration machines across the country are being shut down. This leads not only to administrative capacity shortages and consumer outages in the spring, but also to the physical destruction of expensive equipment due to prolonged downtime. The forum is designed to become a platform for open dialogue between heat producers, the Regulator, the Cabinet of Ministers and investors to find an immediate way out of the crisis.

Questions for discussion:

  1. How to synchronize the market price of gas and the marginal prices for electricity in order to ensure at least basic profitability of district heating and private producers?
  2. What will be the consequences of the forced shutdown of cogeneration machines for the summer period and is it realistic to start them in the fall without major repairs?
  3. Does this plan remain realistic under the current regulatory policy, or will investors finally freeze projects due to market unpredictability?
  4. Why, when there is a technical possibility to produce energy within the country, are we forced to limit industry and the population due to errors in pricing?
  5. How do low price caps block the purchase of electricity in the EU and why does this distance Ukraine from full integration with the European energy market?
  6. Where is the line between the independence of the National Commission for the Regulation on aria-level=”1″>What legislative steps are needed to transform district heating companies from recipients of subsidies to efficient energy producers on fair terms?
