The issue of financing energy projects remains one of the key ones for Ukrainian businesses and communities seeking to strengthen their energy independence. Denys Samchuk, Deputy Director of the Micro, Small and Medium Business Sales Department of Oschadbank, spoke about available credit instruments, grant programs and market development trends during the Energy Club forum “Energy Decentralization 2026: Generation, Accumulation and Financing”, which took place on May 26 as part of the International Specialized Exhibition Green EnerTech – 2026.
According to him, the problem of energy supply remains relevant for most entrepreneurs. “We surveyed our own client base, and 80% of our clients said that they experience problems with electricity, especially with outages,” said Denys Samchuk.
Today, the bank finances a wide range of energy solutions: solar power plants, energy storage systems, gas piston plants, generators, wind and bioenergy projects.
Various financial instruments are available for this. Among them are the state program “5-7-9%”, grant programs of the Government of Ukraine and international donors, guarantee mechanisms, as well as partnership programs with equipment manufacturers that allow reducing interest rates for borrowers.
The speaker paid special attention to partnership programs, of which Oschadbank already has dozens.
“We have about 74 programs for solar power plants and accumulators, more than 20 programs for generators, gas piston stations and wind power. There is even a separate program for fuel, where businesses can purchase it at a rate of 0.01%,” said Denys Samchuk.
Among international support mechanisms, he gave an example of cooperation with the European Bank for Reconstruction and Development. Within the framework of this program, the bank, together with the EBRD, distributes financing risks in a ratio of 50 to 50, and entrepreneurs can receive grant compensation from 10% to 30% of the project cost.
“All projects receive 10% of the grant component, and 30% – vulnerable categories of business, in particular veterans or companies that have suffered from the war,” explained the speaker. According to him, as of May 2026, Oschadbank still had a grant limit of about UAH 400 million.
Separately, Denys Samchuk focused on existing credit products for the energy sector. In particular, the “5-7-9%” program under the 14th direction allows financing projects up to UAH 250 million for almost all types of energy needs.
There is also a new 15th direction of the state program, which provides for financing gas piston and gas turbine plants, as well as generators at 0% per annum for a period of up to three years. The maximum amount of financing is UAH 10 million, so the program is focused primarily on micro and small businesses.
In addition, the government announced another support instrument, which should be launched in the near future. It provides for financing gas piston and gas turbine plants and energy storage systems at 10% per annum. The amount of financing will range from 1 to 25 million euros, which makes the program interesting for medium and large businesses.
The speaker emphasized that the bank is ready to finance not only the purchase of equipment, but also related work, which can amount to up to 20% of the project cost.
“We are ready to take as collateral the equipment that is being built, accept property rights to it and provide a deferral of the registration of the pledge for up to 12 months,” explained Denys Samchuk. This allows enterprises to implement large-scale projects even when the equipment is still in production or awaiting delivery to Ukraine.
Speaking about the requirements for potential clients, the representative of Oschadbank noted that the main prerequisite is the desire of the business to become energy independent, after which the bank conducts a standard analysis of the company’s financial condition.
Denys Samchuk devoted a significant part of his speech to statistics on financing energy projects. The countdown begins in June 2024, when banks signed a memorandum on support for energy projects at the initiative of the National Bank of Ukraine. During this period, Oschadbank received applications for financing in the amount of UAH 5.7 billion, which corresponds to about 262 MW of new generating capacity. In fact, UAH 2.8 billion was financed, which ensured the creation of 159 MW of generation. The largest share of financed projects is solar power plants and energy storage systems – about 60%. Another 12% each falls on gas-piston power plants and generators, and the rest – on bioenergy and wind projects.
According to Denys Samchuk, the dynamics of recent years demonstrate a rapid growth in demand for energy solutions. If in 2022–2023 interest in such projects was minimal, then in 2024 from There was a sharp increase in the number of applications, which continued in 2025 and is maintained in 2026. The segment of energy storage systems is growing especially rapidly. In 2024, their share was only 1%, and in 2026 it reached 11%.
At the same time, the popularity of solar generation has almost doubled. If in 2024 solar power plants accounted for 31% of projects, then in 2025 it was already 70%, and in 2026 the figure is maintained at about 65%.
A separate area of the bank’s work is financing territorial communities. Together with the European Investment Bank, programs are being implemented aimed at modernizing heat supply, developing renewable energy and increasing the energy efficiency of buildings. Among the implemented projects, Denys Samchuk gave several examples: a biogas plant in Zhytomyr worth 16.8 million euros, a solar power plant and energy storage system in Kyiv worth 115 million UAH, a solar power plant in Mykolaiv worth 82 million UAH, a rooftop solar power plant in Poltava, and a 2 MW diesel generator set in Kharkiv.
According to the speaker, the total number of financed energy projects already exceeds a thousand, and the demand for solutions in the field of distributed generation and energy storage continues to grow.
