On December 15, 2025, Oleksii Kucherenko, Member of Parliament of Ukraine, spoke at the Energy Club online discussion.
He shared his experience of participating in the Anti-Crisis Energy Staff and focused on the institutional limitations of managing the sector within the current structure.
On the Anti-Crisis Staff and the lack of systemic changes. Oleksii Kucherenko noted that the Anti-Crisis Staff has existed since 2020 and operates inconsistently. He recounted raising issues regarding both a Vice Prime Minister and market management, but in his opinion, a systemic response is lacking.
On coordination on the ground (Odesa example). The speaker cited the example of the difficult situation in the region and emphasized that interagency coordination — particularly between different operators and responsible bodies — often appears insufficient.
On the “market” in emergency conditions. He expressed the view that under wartime conditions, the state must act more strictly and administratively, and the reformist logic of deregulation and liberalization requires correction to fit the reality of war. He separately emphasized the need to explain to EU partners that the transition period must take Ukrainian conditions into account.
On a Vice Prime Minister “for a figure of stature.” Oleksii Kucherenko emphasized: the effectiveness of such a position is possible only if it is held by a large-scale, authoritative person capable of compensating for institutional “gaps” and ensuring the management of the sector.
On the regularity of professional discussions. He supported the idea of making such meetings systemic and suggested considering expanding the format by involving additional specialists.
