On December 15, 2025, Leonid Unigovskyi, General Director of LLC “Naftogazbudinformatyka,” spoke as part of the Energy Club online discussion “The Role of the Ministry of Energy in Wartime: Leadership, Strategy, Responsibility.”
In his speech, Leonid Unigovskyi emphasized the critical role of the energy sector during the war and the future reconstruction period, outlining why, in his opinion, Ukraine needs the position of a Vice Prime Minister for Energy.
Key Takeaways
- On the necessity of a Vice Prime Minister for Energy.
The speaker noted that energy is “our life,” and managing the sector in wartime requires constant coordination among many agencies. He believes that a Vice Prime Minister for Energy is the one who should ensure the acceleration of decisions and coherence of actions between ministries and other bodies.
- On interagency tasks (example of international coordination).
As an argument for the importance of interagency work, Leonid Unigovskyi cited the agenda of the “G7+Ukraine” coordination group, where, according to him, issues of energy support for Ukraine cover the competencies of not only the Ministry of Energy but also the Ministry of Finance, the Ministry of Economy, the Ministry of Foreign Affairs, and others.
- On the absence of an appointed minister and the work of the Acting Minister.
The speaker noted that the prolonged “temporary” nature of the leadership creates managerial and psychological challenges. In case of a delay in appointing a minister, he expressed the opinion that the Acting Minister needs a clear mandate to get through the heating season — provided the work is effective.
- On the role of the professional community in candidate selection.
Leonid Unigovskyi specifically stressed: the appointment to a key position should rely not on party preferences, but on professional criteria and the trust of the energy community.
- On expert councils and communication.
He advocated for restoring the effective work of expert councils at the Ministry of Energy and emphasized the importance of regular communication between the ministry’s leadership and such councils. He also highlighted the need for effective hotlines and transparent information for citizens regarding schedules and reasons for outages.
“We need a person who could constantly coordinate all actions related to resolving energy and accompanying issues.”
