Andrej Juris, Energy Community: We recommend including international experts in the Selection Committee for NEURC members

The Energy Community Secretariat has officially provided its assessment and recommendations for Draft Law No. 14282 regarding the activities of the NEURC. This was announced during an Energy Club discussion by Andrej Juris, Head of the ECRB Unit at the Secretariat.

He confirmed that the Secretariat received a request from the relevant committee of the Verkhovna Rada and sent its findings about a week ago. The key focus of the recommendations is to increase trust in the appointment procedure for the Regulator’s members.

“We provided recommendations that Selection Committee members should not represent any organization—whether state or commercial—that is influenced by NEURC’s powers. We also recommend standardizing interviews to ensure equal conditions for all candidates,” noted Andrej Juris.

The most significant recommendation from the Secretariat concerns changing the composition of the Selection Committee.

“Considering the situation in Ukraine and the need to increase trust in the process, we proposed that representatives of international organizations be members of this committee. This would include representatives from the European Commission, the Energy Community Secretariat, and potentially one more representative from a key international institution,” the speaker stated.

Andrej Juris explained this proposal using an analogy with a football referee:

“This does not work against Ukraine’s interests. It is a measure—I would even say a temporary measure—to build trust… If you play football, you want an independent referee who follows the rules and applies them equally to everyone. No one likes outside interference. The whole game suffers from it.”
