Registration of Humanitarian Vehicles for Power Engineers: Energy Club Receives Response from the Ministry of Social Policy

Energy Club continues its efforts to unblock the registration of specialized vehicles for Distribution System Operators (DSOs). We have received an official letter from the Ministry of Social Policy of Ukraine in response to our appeal regarding the challenges in processing humanitarian transport vehicles.

In the provided response, Deputy Minister Anatolii Komirnyi confirmed the special status of humanitarian aid designated for the needs of the energy sector:

  • Priority of Resolution No. 824: The procedure for receiving aid to meet energy sector needs under martial law is strictly regulated by the Cabinet of Ministers of Ukraine Resolution No. 824, dated July 22, 2022.
  • Declarative Principle: According to this Resolution, the crossing of aid through the border and its customs clearance are conducted by submitting a declaration in either paper or electronic form. Such aid is recognized as humanitarian via the declarative principle, without the need for additional decisions by state authorities.
  • Exemption from AS HA Requirements: The Ministry emphasized that when applying Resolution No. 824, the requirements of other regulatory acts—specifically Resolution No. 953 regarding the Automated System for Humanitarian Aid Registration (AS HA)—do not apply.

Despite the confirmation of the legality of paper declarations, the issue of actual vehicle registration at the Ministry of Internal Affairs (MIA) service centers remains unresolved due to technical inconsistencies between departments.

To achieve a final resolution, the Ministry of Social Policy recommends that Energy Club reach out directly to the Ministry of Energy of Ukraine and the Ministry of Internal Affairs of Ukraine. These specific agencies hold the authority to develop interaction algorithms for critical infrastructure enterprises.

Energy Club is already preparing the relevant inquiries to these ministries. We will demand the implementation of a mechanism for manual data entry into the MIA databases based on the confirmed declarative principle, ensuring that equipment can reach the front lines of grid restoration as quickly as possible.
