Energy Club sent an appeal to the National Energy and Utilities Regulatory Commission of Ukraine (NEURC) regarding the improvement of the flexible connection mechanism to electricity grids and the specific features of connecting energy storage systems (ESS).
The initiative to prepare the appeal was proposed by Energy Club Vice President Valeriy Bezus. To work on it, the Energy Club working group “Flexible Connection and ESS” was established, joining representatives of the Club’s member companies and industry experts.
In its appeal, Energy Club expressed support for NEURC’s work on implementing the provisions of the Law of Ukraine No. 4777-IX, particularly regarding the introduction of a flexible grid connection mechanism.
In Energy Club’s view, such a mechanism can become a vital tool for accelerating the development of distributed generation, energy storage systems, hybrid power complexes, and ensuring more efficient use of existing power grid infrastructure.
At the same time, the practical effectiveness of flexible connection will depend on how clear, transparent, and predictable the application terms are for customers, transmission and distribution system operators, investors, and financial institutions.
Energy Club proposes paying special attention to energy storage systems, as they operate under specific conditions: they can both draw electricity from the grid and inject it back, participate in power system balancing, provide ancillary services, and help alleviate local network constraints.
In its appeal, Energy Club suggested that NEURC consider a series of approaches when finalizing the relevant regulatory acts.
Specifically, this includes the need to separately define charging (withdrawal) and discharging (feed-in) modes for energy storage systems. This approach allows for taking into account the operational specifics of ESS and avoiding situations where identical restrictions are automatically applied to both withdrawal and discharge without considering the actual impact of such installations on the grid.
Energy Club also suggests considering ESS not merely as an additional load, but as a tool to increase power system flexibility. In cases where charging an energy storage facility helps reduce grid congestion or minimize forced curtailment of renewable energy sources, restrictions on electricity withdrawal should apply only when technically necessary.
Among other proposals from Energy Club:
“Flexible connection should not be a tool for limitation, but a mechanism for developing new energy capacity. For this to happen, the rules must be clear, transparent, and predictable for system operators, investors, banks, and project developers alike. It is especially important to account for the specifics of energy storage systems, which can not only create grid load but also help reduce grid constraints and enhance overall power system flexibility,” noted Valeriy Bezus, Vice President of Energy Club.
Energy Club asks NEURC to take these proposals into account when finalizing amendments to the Transmission System Code, Distribution System Code, and other regulatory acts required to implement the flexible connection mechanism.
Energy Club also proposed organizing a dedicated discussion on the specifics of flexible connection for energy storage systems, involving transmission and distribution system operators, ESS operators, investors, financial institutions, industry associations, and the expert community.
Energy Club expressed its readiness to actively participate in further professional development of these issues, working groups, consultations, and public discussions.
