Energy Club has submitted an appeal to the Cabinet of Ministers of Ukraine regarding the creation of favorable conditions for the development of energy storage systems (BESS) and distributed generation. A copy of the letter was sent to the Ministry of Energy of Ukraine.
The proposals were prepared based on the results of the forum “Energy of Freedom: Resilience and New Opportunities for the Energy Storage Systems Market in Ukraine,” organized by Energy Club on September 17, 2026.
Participants of the event – representatives of the energy business, developers, investors, and experts – emphasized the importance of BESS for balancing and strengthening the resilience of Ukraine’s Unified Energy System. The development of energy storage systems also creates additional opportunities for integrating distributed generation.
At the same time, scaling up the market and attracting investment require up-to-date data on the needs of the energy system, accessible mechanisms for war-risk insurance, predictable market settlements, and well-grounded grid connection conditions.
In its appeal, Energy Club proposed that the Government consider measures in five areas.
Up-to-date data and coordination of BESS development
The Club proposes that the Ministry of Energy, jointly with NPC Ukrenergo, develop a mechanism for providing investors with information on the energy system’s need for additional energy storage capacity, generation and consumption prospects, the condition and development of electricity networks, as well as completed and planned BESS projects.
The provision of data should take into account information security requirements under martial law. Where necessary, a secure data exchange environment could be used on a confidential basis.
Forum participants noted that, in a number of cases, investment and project planning is still based on data on the condition of the energy system from 2021. The appeal proposes ensuring the use of up-to-date baseline data that is as close as possible to the period of project implementation.
Expanding war-risk insurance mechanisms
Energy Club proposes exploring the possibility of expanding existing and/or creating new insurance mechanisms for the construction and commissioning of BESS and distributed generation facilities.
The Ministry of Energy, the Ministry of Finance, state-owned and private banks, and international financial institutions are proposed to be involved in this work. Potential instruments include Export Credit Agency mechanisms, targeted financial limits, and other available forms of support.
Ensuring liquidity of the balancing market
The appeal raises the issue of accumulating debt and delays in payments for balancing services, which negatively affect the financial models of BESS projects.
The Club proposes that the Ministry of Energy, jointly with NPC Ukrenergo and with the involvement of the National Energy and Utilities Regulatory Commission (NEURC), develop measures to prevent further accumulation of debt and ensure adequate market liquidity. This should become one of the prerequisites for attracting bank financing for new projects.
Improving approaches to grid connection fees
Energy Club proposes recommending that NEURC consider revising the approaches to determining grid connection fees for energy storage systems, taking into account the specifics of their operating mode and their actual impact on the grid.
It is also proposed to consider suspending the application of fees based on the full power range of BESS for the duration of martial law and for at least six months after its termination. The purpose of this proposal is to prevent an unjustified increase in capital expenditures and deterioration of the financial viability of projects.
Developing Ukrainian technologies and equipment manufacturing
The letter emphasizes the need to create favorable conditions for the development of domestic energy storage technologies, equipment manufacturing, and their application in electric transport, housing and utilities, healthcare facilities, industry, and other critical infrastructure facilities.
Such an approach should contribute to the development of Ukraine’s technological and manufacturing potential, the creation of added value, and new investment opportunities.
Energy Club expressed its readiness to participate in further work on these issues and provide expert support in developing practical mechanisms for the growth of the energy storage systems market in Ukraine.
