Ukrenergo Supports Energy Club Initiative to Hold Coordination Meeting on Pricing and Market Debts

NPC Ukrenergo has reviewed the appeal from Energy Club and officially supported the initiative to hold a joint coordination meeting. The event will be dedicated to a comprehensive review of the current situation regarding pricing policy in the electricity market, as well as issues related to the conclusion and execution of supply contracts. In its letter, the System Operator emphasized that the operational stability of suppliers is a key condition for timely settlements in the balancing market.

Additionally, NPC Ukrenergo provided clarification regarding the structure of the transmission tariff for 2025, which increased primarily due to a rise in required revenue. The main drivers were PSO (Public Service Obligation) costs—due to the rising Euro exchange rate and reduced output by “green” enterprises—as well as costs for compensating technological losses.

NPC Ukrenergo confirmed the existence of a critical problem regarding debt accumulation in the balancing market and outlined measures it has already proposed to the Ministry of Energy of Ukraine to stabilize the situation:

• Improving payment discipline among consumers whose facilities are designated as critical infrastructure.
• Settling the debts of the Supplier of Last Resort (SoLR) using funds from the excise tax on electricity produced in Ukraine.
• Halting the accumulation of SoLR receivables in the balancing market by stopping the automatic assignment (by DSOs/TSO) of all non-household consumers left without an electricity supplier to the SoLR.
• Amending the Law of Ukraine “On the Electricity Market” regarding the application of the algorithm for distributing funds from current accounts with a special mode of use by Distribution System Operators (DSOs).

Having received support from NPC Ukrenergo, Energy Club is beginning preparations for the coordination meeting. Club participants will be notified of the date, time, and format of the event separately.
