Following the expert discussion “The Role of the Ministry of Energy in Wartime: Leadership, Strategy, Responsibility” held on December 15, Energy Club has sent an official appeal to the Prime Minister of Ukraine and the Cabinet of Ministers.
The document outlines the consolidated position of the professional community: amid systematic attacks on infrastructure and the economy’s critical dependence on energy supply, the current industry management model requires immediate reinforcement.
Market participants and experts emphasize the need for a clear coordination center with personal accountability for the 2025/2026 heating season.
Personnel Strengthening of Industry Leadership. The proposal calls for the urgent appointment of a Minister of Energy with a full political mandate or granting the Acting Minister a clear, publicly transparent mandate for the duration of the heating season.
Establishment of the Deputy Prime Minister for Energy Position. To ensure rapid coordination between the Ministry of Energy, Ministry of Finance, Ministry of Economy, and law enforcement agencies, the creation of a unified decision-making center at the Deputy Prime Minister level is proposed (potentially held concurrently by the Minister).
Creation of Strategic Reserves. Re-establish a centralized state reserve of critical equipment (transformers, circuit breakers) and approve a transparent mechanism for its rapid distribution for post-attack recovery.
Equal Access to Support. Ensure non-discriminatory access to the Energy Support Fund for all operators and producers of critical infrastructure, regardless of ownership form.
Communication and Accountability. Establish unified and realistic communication with the public regarding risks and restriction schedules, and restore the functioning of professional expert councils under the Ministry of Energy for technical expertise in decision-making.
