Energy Club, the largest business community of energy companies in Ukraine, has appealed to the Minister of Energy of Ukraine Herman Galushchenko with a request to accelerate the process of integrating the energy markets of Ukraine with the European ones.
In the appeal, Energy Club emphasizes the importance of implementing a competitive model of functioning of nominated electricity market operators (NEMOs) within the framework of the implementation of Regulation (EU) 2015/1222.
The document was prepared based on the results of the online discussion Energy Freedom by Energy Club, which took place on May 17, 2024. During the event, participants discussed topical issues of integrating the energy markets of Ukraine with the European ones, including the current status of the implementation of the Electricity Integration Package in Ukraine, the role of NEMOs in market coupling, NEMO appointment models and competition between them.
The participants of the discussion expressed concern about the delay in Ukraine’s implementation of its obligations to transpose the Electricity Integration Package into national legislation.
The Energy Club proposes that the Ministry of Energy support a competitive model of NEMO operation, which provides greater transparency, promotes innovation, reliability and security, and creates more opportunities for trade.
The appeal is accompanied by proposals for amendments to the Law of Ukraine “On the Electricity Market” to ensure the unification of day-ahead and intraday markets (market coupling), define the tasks of NEMO and the transmission system operator, as well as ensure a competitive model of NEMO operation and define the powers of the Regulator in this area.
