Energy Club addressed the Minister of Energy with proposals on the integration of the energy markets of Ukraine and the EU

Energy Club, the largest business community of energy companies in Ukraine, has sent an appeal to the Minister of Energy of Ukraine Herman Galushchenko. The appeal concerns the implementation of the energy integration package developed by experts of the USAID project, which was presented at a round table on August 22, 2024.

Main points of the appeal:

Participants of the discussion during the round table “Paths to the Integration of the Energy Markets of Ukraine and the EU: Implementation of the Energy Integration Package”, which took place on August 22, expressed concern about the limited participation of energy market representatives in the development of the draft law. Energy Club emphasizes the need to take into account the position of business during further processing of the document, especially in terms of choosing the model of a nominated market operator (NEMO).

Energy Club’s main proposals:

  • Implementation of a competitive NEMO operating model that promotes greater transparency, innovation and reliability.
  • Appointment of several nominated market operators for the transitional period before market unification and for two years thereafter.
  • Removal of barriers to the appointment of companies with experience in organizing electricity trading as market operators.

Call for compliance with European standards

Energy Club also calls on the Ministry of Energy to ensure that Ukrainian legislation complies with the provisions of Regulation (EU) 2015/1222, which regulates the activities of nominated electricity market operators.

The roundtable participants emphasized that the introduction of a competitive NEMO model is a key step for the successful integration of the energy markets of Ukraine and the EU.
