On December 15, 2025, Ivan Plachkov, Chairman of the All-Ukrainian Energy Assembly, Minister of Energy of Ukraine (1999), and Minister of Fuel and Energy of Ukraine (2005–2006), spoke at the Energy Club discussion.
He focused on the cost of managerial errors in a large system and the necessity of strengthening regulatory and coordination functions.
On the price of errors in energy. The speaker emphasized: energy is a large-scale industry, and any errors cost the country dearly; strategic errors in wartime conditions can create risks for statehood.
On the need for stronger regulation under “market” conditions. Ivan Plachkov expressed the thesis: the more freedom given to market mechanisms, the stronger control and regulation must be. He drew attention to the practices of other countries where the regulator can suspend or revoke licenses.
On distribution companies and sector manageability. The speaker raised questions about transparency, manageability, and the responsibility of licensees, emphasizing the need for effective state leverage to restore order.
On equipment deficit and the need for reserves. Ivan Plachkov highlighted that after massive attacks, there is a critical need for transformers, circuit breakers, and cable products. He proposed an approach with a centralized state reserve and a mechanism for rapidly supplying operators for quick recovery.
On coordination with cities. The speaker stressed the necessity of constant work with local authorities and realistic information for citizens regarding risks and preparing cities for crisis scenarios.
